Description
Request for Information (RFI) - Commodity Enterprise Contract (CEC) Program This is a request for information only. Do not submit a proposal or quote. The Department of Veterans Affairs (VA) maintains a complex information technology (IT) enterprise architecture requiring standardization in order to allow for optimum performance and security to the Veteran, the VA employee, and the public. The VA Technology Acquisition Center (TAC) is soliciting for comments related to the revised DRAFT Performance Work Statement (PWS), revised DRAFT Specifications, and Network Architecture Diagram for the upcoming Commodity Enterprise Contract (CEC). The CEC will be an Indefinite Delivery Indefinite Quantity (IDIQ) multiple-award delivery order contract which will enable hardware and software commodity purchases. This PWS seeks to ensure standardization while also leveraging the VA's purchasing power as a large enterprise. Please note that the revised DRAFT Specifications and Network Architecture Diagram will be posted in the near future. After reviewing the documents, interested and capable contractors are invited to provide responses to the questions below. Responses should follow this format and be submitted electronically as one complete document. Marketing materials and general capability statements shall be provided as a separate attachment. Company Name: Address: Point of Contact: Phone Number: Email Address: CAGE Code: 1.Has the revised PWS sufficiently described the technical functional areas and required support services that encompass IT commodities defined for Phase I of the CEC? ______ YES _______ NO 2. If no, please provide your technical functional area comments/recommendations. 3.Please provide any positive or negative feedback regarding the revised PWS such as recommended changes, noted exceptions, ambiguities, etc. 4.Please provide feedback on the strategy of requiring each Offeror to propose the full breadth of commodities in the PWS, versus having logical commodity groupings and allowing Offerors to propose solutions to any number of the groupings (ie: an Offeror may propose to the server grouping only and be considered for award to only supply servers). For example, would the Government receive technically superior products if Offerors were permitted to propose to separate product groupings without the requirement to propose all of the product groupings? 5.If you are a small business under North American Industry Classification System (NAICS) Code 541519, Information Technology Value Added Resellers, and anticipate proposing as a prime contractor, are you capable of performing more than 50% of the services listed in the PWS, or are the required services of such a nature that a Value Added Reseller would not be capable of performing 51%? 6.Are you a small business manufacturer of any of the commodities listed in Phase I of the CEC? 7.The VA is considering the use of a demonstration to exhibit the proposed product's ability to meet the technical specifications as well as its ability to seamlessly integrate into the existing VA architecture. Please comment on the complexity of this strategy, advantages and disadvantages, any other recommendations to this strategy, or any alternate strategies.
