Description
Notice of Intent to Award a Sole-Source contract for One (1) Year: This synopsis provides notification of the 460th Contracting Squadron's intent to award a sole-source contract for services currently provided under contract FA2543-11-P-0022. The Period of Performance for this contract will be from 16 September 2011 through 15 June 2012 with two (2) three month options. The contract will be performed by the incumbent contractor, Diversitech Inc.; 110 Boggs LN, Suite 230; Cincinnati Ohio, 45246-3141. Responsibilities include production control, facility management duties within the Protection Level (PL) 1 area; operation, maintenance, repair, test and inspection of non-critical installed Real Property (RP) and Real Property Installed Equipment (RPIE) including Heating, Ventilation and Air Conditioning (HVAC) systems, lightning protection, facility water systems, sanitary sewer systems and solid state uninterrupted power systems (SSUPS), battery maintenance, inspection and maintenance of primary and ancillary equipment and system functions, utility distribution pumps, emission control, cooling towers, water treatment, emergency power generation, fuel supply and refrigerants. The contractor also accomplishes minor construction and renovation projects at the discretion of the Contracting Officer (CO) and the 460th Civil Engineer Squadron Base Civil Engineer (BCE). Additionally, the contractor is responsible for fire suppression and standpipe systems for all facilities on BAFB's restricted area. The contractor maintains and operates the electrical power and mechanical system performance for mission-essential RPIE and systems to prevent non-scheduled equipment downtime. Mission Critical Services are required 24 hours per day, 7 days per week. Maintain a waiting list for referral to approved leased housing properties. Provide services for receiving, picking up, processing, distributing, and dispatching official mail, for all base-supported activities, including government offices on and off base. Provide technical guidance in managing, coordinating, and approving specialized and standard recurring/non-recurring BAFB publications. Provide technical guidance and training in the management, coordination, approval, development and preparation of all Base and subordinate unit forms to base customers to include assigned wing, subordinate units, and government Contractor organizations. Manage and provide records management services IAW Commercial and Air Force Instructions. Provide an acceptable Cargo Movement Plan IAW commercial and government practices and Department of Defense (DOD) 4500.9R, Part II requirements. Provide passenger service and support for all official and emergency travel of government and military personnel, their dependents and pets, and Blue bark movement IAW commercial and government standards. The contract will be performed under the same terms and conditions as the existing contract. The contract type is fixed-price. The bridge contract will provide for continuation of uninterrupted services to the Buckley AFB operations described above. The contract Period of Performance one year, is accomplished pursuant to 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements," is used for format purposes only. In accordance with FAR 6.302-1(a) (2) (iii), the continued services for one year are for highly specialized skilled services. Loss of the services provided by this contract would compromise the 460th Space Wing mission of providing combat effects from space and conducting expeditionary operations. Any degree of loss of services is a critical risk to the Air Force's mission. It is apparent that award to any other source would result in unacceptable delays and substantial duplication of cost to the Government, which would not be recovered through competition. This Notice of Intent is not a request for competitive proposals; however, in accordance with FAR 5.207(c)(15)(ii), "all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency." Not awarding this contract would cause serious injury to the Government. Any response to this notice must show clear and convincing evidence that competition of the work required for the bridge contract period would be advantageous to the Government. A determination by the Government not to compete this contract, based on this notice, is solely within the discretion of the Government.
