Description
RFQ The U.S. Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center, located in Honolulu, HI. intends to issue a fixed price purchase order for website and mobile application devlopment in support of sea turtle research (See SOW below). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) Code for this procurement is 541511. All responses must be in writing and may be faxed attention to Julie Whitaker at (808) 983-2600 or email at julie.whitaker@noaa.gov. This is a simplified acquisition, estimated value not to exceed $150,000.00. The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. Statement of Work: TITLE: Using social networks to generate citizen science and new data streams SUMMARY: Marine conservation efforts are limited by a lack of data, both for science and management. This project aims to gather data from the public sector on images and locations of sea turtles through a user-friendly web interface. There is a great deal of photographs of marine organisms being shared on the Internet that, if properly harnessed, could serve as valuable datasets for conservation. We would like to initiate three projects to begin collecting geo-tagged images from amateur sources of three distinct groups in the Hawaiian archipelago: (i) green sea turtles with tumors, (ii) hawksbill sea turtles, and (iii) invasive macroalgae. A collection of such data will help improve knowledge of the distributions of these protected species and their populations threats. OBJECTIVES: The crux of the project is an internet page for citizens to upload geo-tagged images (i.e. photographs with spatial coordinates) either through a PC or mobile phone. It is of critical importance that the web interface is simple and user friendly. The images and their metadata will be accessed, reviewed, and edited by NOAA scientists and visible to other users visiting the site. Each photograph will capture a suite of metadata including: locations, identifications, dates and descriptions provided by participants through a blank form. The system will be able to incorporate new observations and, importantly, have the search capacity to solicit existing photographs on sharing sites such as Flickr and Picasa through invitation. DELIVERABLES: The three projects and their associated observations will be separately organized into individual home pages with appropriate themes and information. Participants can join each project as members. Observations will be displayed on a Google Map through the Google Map API and be fully searchable via key words descriptions. NOAA project managers will be able to register as curators with the ability to remove unwanted observations from the database and help users with identifications as needed. Project contributors will be able to interact by sharing comments and identification suggestions. NOAA project managers will also be able to leave comments and updates. Curators will be able to export data from the project as a csv file or kml for analysis or visualization on Google Earth. The home page of each project and the associated functionality - including recent observations displayed on a map along with photos of the observations and contributors - should have the capacity to be embedded seamlessly within an existing NOAA website. Contributors will be able to share their contributions with friends on Facebook and log into the system with existing Facebook, Google, or Yahoo accounts. Evaluation criteria: approach and capabilities, past performance, and cost will be factors weighted in the source selection. Cost and non-cost factors will be equally weighted.
