AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued.The solicitation number is MTWR1169 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310 with a small business size standard of $7.00M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-08-04 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Multiple shipping information. The DOI Fish & Wildlife Service requires the following items, Meet or Exceed, to the following: LI 001, Statement of WorkLong Front Excavator Conversion; Montezuma National Wildlife Refuge. Montezuma NWR is in the process of restoring its Dry Marsh and needs a Long Front Excavator to accomplish this project. The refuge would like to convert its existing model year 2004 John Deere 230C to a ?Long Front? through the purchase and installation of a 60 - OR a 55 foot, John Deere stick/boom. The existing excavator has a reach of 34 feet. The installation of a long front would provide a reach of 60 feet which will greatly facilitate wetland restoration work at the refuge. This would also require the bucket and pins, as well as any associated hydraulic lines and hoses, and additional tubes and line if required. The contractor is to pick up and return the John Deere 230C from its current location at 3395 U.S. Route 20 in Seneca Falls, NY. The government?s expectation is that this additional equipment must be a John Deere make, although it will consider other customized solutions if the requirement can be met. Certain parts such as the existing bucket and coupler could be considered for trade in value. Contractor?s offer shall include cost of labor and transportation of kit and machine from the refuge to point of installation, and returning to refuge. In recognition of possible price fluctuations in cost of steel, be aware that the award will be made within 14 days of the conclusion of the competition. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DOI Fish & Wildlife Service intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DOI Fish & Wildlife Service is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
