i) This is a combined synopsis/solicitation for the acquisition of commercial items in accordance with Federal Acquisition Regulations (FAR) Part 12.6 inclusive of supplements as authorized and provided herein. Lenel systems currently exist to control and monitor access to the agency's main complex/buildings and outlying facilities. As a result, additional equipment must be Lenel brand components to ensure compatibility and interoperability. To introduce a different system would require the purchase, installation, and integration of many additional components, thereby increasing the overall cost of installation and maintenance of this system. PANASONIC BRAND NAME JUSTIFICATION Contract line item numbers (CLINs) 0007-0014 and 0025 are Panasonic brand name only requirements. Replacement security cameras are needed to correspond with existing Panasonic controllers and software currently operating at the agency. Other security cameras are not adaptable to the existing installations. Using a different manufacturer would require modifications (cutting, drilling) of camera housings, controllers and head-end equipment which in turn would void warrantees to current equipment configurations and original installation. BOSCH BRAND NAME JUSTIFICATION Contract line item numbers (CLINs) 0015-0016 and 0020 are Bosch brand name only requirements. The Bosch closed circuit television equipment is critical to security operations in Woodlawn, MD. Proprietary software and protocol for communication, programming and operation of the equipment such as camera control pan/tilt, preset, and alarm functions are unique to the existing Bosch installation. This equipment is to be used as direct replacement of existing Bosch equipment. INTERNATIONAL FIBER BRAND NAME JUSTIFICATION Contract line item numbers (CLINs) 0018 and 0019 are International Fiber brand name only requirements. These fiber modules are to be used to maintain and repair several antiquated cameras which are currently installed at various locations around the headquarters facility. Because these cameras and all associated hardware are no longer manufactured, we have been able to determine that this fiber module is currently the only one that is available and compatible with these cameras. This has been verified through the manufacturers of both the camera and the fiber modules. We have also verified this through actual implementation. If any other modules were to be ordered, they would prove incompatible. APC BRAND NAME JUSTIFICATION Contract line item numbers (CLINs) 0023-0024 are APC brand name only requirements. APC components are certified and approved for use with the master security control system. APC supplies are essential to protect the agency's interest during power outages. To introduce different system components would require the purchase, installation, testing, and integration of many additional components, thereby increasing the overall cost of installation and maintenance of this system. HES BRAND NAME JUSTIFICATION Contract line item number (CLIN) 0022 is an HES brand name only requirement. HES brand "strikes"/access control devices are currently installed at the agency. Physical continuity of security installations demands HES brand. SDC EM BRAND NAME JUSTIFICATION Contract line item number (CLIN) 0027 is an SDC brand name only requirement. SDC brand locks are currently installed at the agency. Physical continuity of security installations demands SDC brand. ITMC BRAND NAME JUSTIFICATION Contract line item number (CLIN) 0028 is an ITMC brand name only requirement. ITMC brand locks are currently installed at the agency.
