Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Source-Ray, Inc., 50 Fleetwood Ct, Ronkonkoma, NY 11779, as the only responsible source that can provide two (2) portable radiographic systems to be used in the Medical Department on LSD-41 class ships (Model SR-130) (Cat# 900003). This acquisition is being conducted under the FAR 13.106 Simplified Acquisition Procedures. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. USS RUSHMORE and USS COMSTOCK have a need for two (2) portable radiographic systems to be used in the Medical Department on LSD-41 class ships. Source-Ray is the only source to provide this item. Following are the specs: the system shall be a U.S. FDA market approved portable, high frequency radiographic system compatible with standard computed radiography phosphorous plates; operate on 110/120 VAC; not contain a battery for x-ray power source or system movement; provide for automatic line-voltage compensation; utilize a stationary x-ray tube anode with a heat capacity of at least 20,000 HU; provide a minimum kVp range of 40-100 kVp in adjustable increments of no more than 2 kVp; provide a minimum mAs range of 1.0-120 mAs; provide an exposure timer with a variable minimum range of 0.01-4.0 seconds; provide a minimum focal spot of 1mm; incorporate a generator with a minimum power rating of 3 kW at 100 kVp; provide digital indicators for kVp, mAs and time; provide a visual and audible indicator for x-ray exposure; provide a detachable handheld exposure control with a minimum cord length of 8 feet; provide a collimator with a patient-centering collimator light; provide a compact, wheeled mobile stand with braking mechanism not to exceed 30 inches in width; provide storage capacity for a minimum of four (4) 14x17inch film cassettes. Only the system from Source Ray is collapsible to provide vertical storage of the entire system against a bulkhead, but also be large enough to resist tipping when the x-ray generator is at maximum vertical heights on a moving deck; provide for vertical adjustment of the x-ray generator from a parked position to an adjustable focal spot height of at least 30-75 inches; be configured to allow for the system leg/legs to slide beneath beds and stretchers. Total system weight shall not exceed 100 pounds Items being purchased in this acquisition: High Frequency Portable X-Ray System, Model SR-130 (Cat# 900003) (2) This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334517 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Source-Ray, Inc.
