Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Division of Respiratory Disease Studies, Morgantown, WV, hereby announces its intent to issue a purchase order to Respiratory Health Association of Metropolitan Chicago, which is the fiscal agent for the research project "Clinical Pathologic Study of Lung Disease in Victims of the Upper Big Branch Mining Disaster" conducted by Robert Cohen, MD, Chairman of the Division of Pulmonary, Critical Care and Sleep Medicine at the Cook County Health and Hospitals System. The main objective of this project is to evaluate the presence and characterize the nature, extent and severity of pneumoconiosis in the miners killed during the UBB mining disaster. This project will be of great public health importance since there has been great concern about the recent reports in the peer-reviewed literature of increasing prevalence and severity of coal workers' pneumoconiosis. On April 5, 2010, a powerful explosion tore through the Upper Big Branch (UBB) mine in Raleigh county, southern West Virginia. Twenty-nine underground coal miners died. An independent investigation into the causes of the disaster was conducted by the former Assistant Secretary of Labor in charge of the Federal Mine Safety and Health Administration, at the request of the former West Virginia Governor Joe Manchin. As part of that investigation, Robert Cohen, M.D., Chairman of the Division of Pulmonary, Critical Care and Sleep Medicine at the Cook county Health and Hospitals System, and a well known expert in the clinical evaluation and treatment of occupational respiratory diseases, was asked to review the reports of autopsies on the deceased miners conducted by the West Virginia Medical Examiner's office. Of the 29 victims, 24 had sufficient lung tissue for examination. This review of the autopsy reports yielded information suggesting that 71% of these miners had pathologic evidence of coal worker's pneumoconiosis (CWP), also known as Black Lung. Careful review of these cases is important to confirm the presence of CWP, even in fairly young victims, and to assess whether lung disease is the result of breathing coal dust; or coal and crystalline silica dust. In this context, NIOSH Division of Respiratory Diseases Studies is proposing to collaborate with Dr.Cohen in his project "Clinical Pathologic Study of Lung Disease in Victims of the Upper Big Branch Mining Disaster" in order to quantify and characterize the degree of CWP in the deceased miners. Dr. Cohen is the Medical Director of the US National Coalition of Black Lung and Respiratory Disease Clinics, and a recognized expert in coal mining-related lung disease. His expertise combined with his previous participation on the UBB accident investigation, and his unique relationship with the West Virginia Medical Examiner's office and the panel of expert pathologists, make him the only candidate to further develop this project. The Respiratory Health Association of Metropolitan Chicago is the nonprofit institution and only fiscal agent indicated by Dr. Cohen for the "Clinical Pathologic Study of Lung Disease in Victims of the Upper Big Branch Mining Disaster." Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting of this notice, their written capabilities statement, in the format they choose, not to exceed 10 pages. All vendors must be registered in the Central Contractors Registry (CCR) prior to award of a federal contract. The website is www.ccr.gov. The Government will review any/all capabilities statements submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be held with Respiratory Health Association of Metropolitan Chicago as the only source and a purchase order will be issued without any additional notices being posted.
