- This is a pre-solicitation notice to announce that the Department of Interior, National Park Service, NEKOTA MABO/Contracting Office intends to issue a Request for Proposal P11PS60633 for replacement of Cedar shake roofs on two historic buildings at Mount Rushmore National Memorial, Keystone, SD. The contractor who is selected for this project will provide all labor, materials, tools, equipment, and transportation for successful completion of this project. RFP ISSUANCE DATE: The anticipated issuance date of the RFP is on or about August 18, 2011 with an anticipated closing date of September 16, 2011. The anticipated period of performance is 30 calendar days after receipt of the Notice to Proceed. AWARD: A negotiated award based on evaluation criteria will be utilized to make the final selection. The RFP will be posted and available for download at the National Business Center (http://ideasec.nbc.gov). In addition, general information and links to the solicitation will be provided at the Federal Business Opportunities website (www.fbo.gov). Award shall be made to the contractor who provides evidence of ability to complete the work according to the specification provided, evaluation of past performance, and price offered. A streamlined evaluation procedure will be used that is similar to the concept of Lowest Price Technically Acceptable (LPTA). A rating of unacceptable for any evaluation factor will result in an overall rating of "Unacceptable.". Any amendments issued to the solicitation will also be available at the websites mentioned above. NO HARD COPY DOCUMENTS WILL BE ISSUED. This project will be set-aside for Total Small Business. SITE VISIT: A site visit will be scheduled and this information will be posted with the solicitation. GENERAL INFORMATION: IAW FAR 36.204, the estimated magnitude of the project is between $25,000 and $100,000. The applicable NAICS code for this action is 238160 (Roof construction contractors) the Small Business Size Standard for this NAICS is $14 Million. This project is subject to the Davis-Bacon Act. Bonds will be required as follows: Payment bonds - 100% of the contract price or irrevocable letter of credit. Be advised that this requirement may be delayed, cancelled, or revised at any time during the process based on decisions related to Department of the Interior (DOI) and National Park Service (NPS) operational or budgetary changes. CENTRAL CONTRACTOR REGISTRATION INFORMATION: To be eligible for a government contract, contractors must be registered in the Central Contractor Registration (CCR) government system prior to award. The link for the CCR can be found at http://www.ccr.gov. We advise potential bidders to begin the registration process when they prepare their proposal to ensure the registration in the CCR database is complete and in-place should they be selected for award (see FAR Subpart 4.11).
