- Quinault Sewage Treatment Plant Security Improvements The Olympic National Forest, Washington, intends to acquire by contract the following security improvements at the Quinault Sewage Treatment Plant (QSTP) facility at Lake Quinault, 353 South Shore Road, Quinault, Washington: (1) furnish and install three (3) commercial steel doors with half glass including frame and all hardware; (2) repair damaged section of 8-foot high chain link fencing approximately 8 LF; (3) furnish and install razor tape along the top of entire fence line approximately 475 LF; and (4) furnish and install 8 feet x 8 feet walk-in Haz-Mat storage unit for storage of Sodium Hydroxide. The contract performance period is from date of award to April 30, 2012. The government will proceed to issue a Request for Proposal (RFP) solicitation as a total small business set-aside. The government estimated value is between $25,000 and $100,000. Offerors will be evaluated on: price; experience; past performance; key personnel and subcontractors; proposed equipment; price realism; and Level of Confidence Assessment Rating (LOCAR). Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. A bid guarantee is not required. Payment protection in the form of a payment bond, irrevocable letter of credit, or tripartitite escrow agreement is required for offers greater than $30,000.00. Davis Bacon Act wage rates apply. The proposed contract-type is firm-fixed price. This solicitation will be available on, or about, August 19, 2011. The NAICS Code for this procurement is 236220 and the annual size standard is $33.5 million. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
