Description
Description(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation F11PS01358, Gravel-Sand Creek Field Station, is issued as a Request for Quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53, effective 04 August 2011. (iv) This procurement is being issued as a 100% SMALL BUSINESS SET-ASIDE IAW FAR 19.502-2(a). The North American Industry Classification System (NAICS) code is 212322, Construction and Gravel with a size standard of 500 employees. (v) The Contractor shall provide the following items: LINE ITEM 0001 - Charles M. Russell NWR is requesting bids for 1" crushed gravel to be delivered to two separate site locations at the Sand Creek Field Station: 8407 Highway 191 North, Roy, Montana 59471 Quantity - 5,600 Tons of 1" crushed gravel delivered to two separate site locations: 1.Deliver 2, 800 Tons of 1" Crushed Gravel to the Yard at the Sand Creek Field Station Office, approximately 60 miles from Lewistown, Montana 2. Deliver 2,800 Tons of 1" Crushed Gravel to Slippery Ann Elk Viewing Area, approximately 72 miles from Lewistown, Montana The price will be F.O.B. Destination Delivery: 15 September 2011 between the hours of 7:00 am and 6:00 pm Delivery Location: U.S Fish and Wildlife ServiceCharles M. Russell National Wildlife Refuge (NWR) Sand Creek Field Station8407 Highway 191 North,Roy, Montana 59471 NOTE: The government will stock pile the material on the refuge. Gravel Specifications: Surface Course Aggregate. Furnish hard, durable particles or fragments of crushed stone, crushed slag, or crushed gravel meeting the appropriate gradation and conforming to the following:(a)GradationTable 703-3(b)Los Angeles abrasion, AASHTO T 96 35% max.(c)Sodium sulfate soundness loss (5 cycles)12% max.AASHTO T 104 (course and fine)(d)Durability Index, AASTO T 210 35 min.(Course and fine)(e)Dimethly Sulfoxide (DMSO), WFLHD Test for 12% max.Accelerated Weathering of Aggregate by use of Dimethyl Sulfoxide(f)Fractured faces, ASTM D 582150% min.(g)Liquid limit, AASHTO T 89 35 max.(h)Plasticity index, AASHTO T 9010+ 3 Furnish a material that is free from organic matter and lumps or balls of clay. Do not use material that breaks up when alternately frozen and thawed or wetted and dried. Obtain the aggregate gradation by crushing, screening, and blending processes as necessary. Fine aggregate, material passing the No. 4 sieve, shall consist of natural or crushed sand and fine mineral particles.
