- This is a combined synopsis/solicitation for commercial items. This announcement constitutes the only solicitation; quotes are being requested under Solicitation No. S11PS00075, and a written solicitation will not be issued by the Department of the Interior Office of Surface Mining Reclamation & Enforcements (OSMRE) Appalachian Region. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52. NAICS 541380, Size Standard $12.0 applies. Written quotes shall include the cost to collect and analyze seasonal water quality and quantity data in the Tennessee Coal Field Region under low flow conditions (August October 2011) at 17 stations, winter mean flow conditions (November 2011 January 2012) at 37 stations, and summer mean flow conditions (May July 2012) at 37 stations in accordance with the attached specifications. Award will be made to the offeror that provides the best value to the government based on OSMREs evaluation of critieria listed in Section 109.0 of the Statement of Work.
