- The Defense Supply Center Philadelphia (DSCP) intends to issue an unrestricted formal Request for Proposal (RFP) for the acquisition of one NSN, 6230-01-574-8116 (Flashlight), under solicitation number SPM8E7-11-R-0003. The approved source is Energizer Holdings Inc (1WSP1), P/N HCT2GU2IL. If the product offered is other than the Energizer flashlight, an equal product manufactured domestically or in a "Trade Agreement Act" country (see DFARS 252.225-7021), I/A/W the following specifications, will be considered. Tactical Swivel LED Flashlight Battery: Operates on 1 or 2 AA alkaline or lithium batteries (2 lithium batteries included) Light Sources: High Intensity White, Red, Blue and Green LED Additional Light Source: Night vision compatible LED (800 nanometer rated IR with strobing IR for IFF) Switching: Push On/Off and individual switching for colored LEDs (high, medium, and low) Three Mode Toggle Switch: infrared (IR/IFF), functional and lockout Lens: Polycarbonate TIR Swivel (degrees): 125, locks at 90 and 180 Body: Advanced polymer, survives 15 foot drop test, IPX7 waterproof Color: Desert Sand/Forest Green White LED MAX Output (lumens): 70 Run Time (hrs): 7 Length (in.): 5.6 +/- 10% Diameter (in.): 2.25 +/- 10% Includes MOLLE Vest Clip Weight with batteries (oz.): less than 6 Offerers supplying other than ENERGIZER product must submit 2 samples for evaluation along with a technical data package. Solicitation period will be 45 days; Issue Date: August 19, 2011, Closing Date: October 3, 2011. This procurement will be for a stock Indefinite Quantity Contract (IQC), which will be awarded in accordance with procedures in FAR 13.5 (Test Program for Certain Commercial Items.) The IQC will consist of a one-year base and four possible one-year options. All proposals must include a copy of a completed solicitation with a Firm-Fixed Price for the one-year base and delivery data. The provisions in the Economic Price Adjustments (EPA) clause will provide for adjustments of option year pricing. Follow directions as outlined in the solicitation. All responsible sources must submit a proposal which shall be considered by the agency. After solicitation open date, copies of the solicitation will be available on the DIBBS website. Interested parties will be able to obtain and view all required information to respond to the solicitation. The annual estimated demand quantity is 447 EA. Required delivery is 140 days after the date of the delivery order. Deliveries will be to the Defense Distribution Depot located in New Cumberland, PA, 17070-5002 and/or the Defense Distribution Depot located in Tracy, CA, 95304-5000. An award is anticipated by the end of October 2011.
