Description: Naval Air Warfare Training Systems Division (NAWCTSD) intends to issue a sole source, firm fixed price contract for the modification and revision to three (3) Landing Craft Air Cushion (LCAC) Service Life Extension Program (SLEP) Operations courses that are taught at Expeditionary Warfare Training Group “ Pacific (EWTGPAC) in Coronado, CA and Expeditionary Warfare Training Group “ Atlantic (EWTGLANT) in Little Creek, VA to the DiSTI Corporation, a small business, of Orlando, FL under the authority of FAR 13.106-1(b)(1). Nine (9) computer based training (CBT) scenarios will be modified to make them compliant with current LCAC SLEP Operation and Casualty Procedures (OCP). Revision to the current operations curriculum is required due to changes in the Naval Sea Systems Command ™s (NAVSEA) Safe Engineering and Operations (SEAOPS) Mannual S9LCA-AA-SLP-020 OPERATION AND CASUALTY PROCEDURES (OCP) SERVICE LIFE EXTENSION PROGRAM (SLEP). DiSTI, Inc. personnel were sub-contractors on the contract that developed the LCAC SLEP Operations course. DiSTI, Inc. product and software expertise were used for the software implementation of the SLEP LCAC Operators Course. This 17 week course contains numerous computer based simulations that DiSTI, Inc. personnel were instrumental in developing. DiSTI, Inc. software products are the core modules that were used to develop the delivered LCAC SLEP Operations courseware. DiSTI personnel have the expertise on their products and are the only ones familiar enough with the software to allow for a timely and efficient modification of the software in the limited time period that a training class is not in session. Because of the changes in SEAOPS OCP procedures, the nine (9) CBT scenarios that have been identified as needing an update have been rendered unusable. These CBTs are a critical part of this 17 week course and must be corrected as quickly as possible. Contract award is anticipated to be on or about 12 September 2012. The procurement is a total small business set aside. The FSC code is 6910 and the NAICS code is 541511 with a small business size standard of $25.0M. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation document is available. No award will be made on the basis of quotes or offers received in response to this notice. Interested parties may identify their interest and capabilities to meet this requirement by 2:00pm EST on 19 August 2011. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government. The intent of this notice is for informational purposes only. No reimbursement for any cost connected with providing capability information will be provided.
