Description
The Department of Veterans Affairs; VISN (Veterans Integrated Service Network) 4 has a requirement for the performance of Compensation and Pension Examinations throughout the VISN 4 Geographic area which encompasses Pennsylvania, Delaware, and North Western West Virginia. The successful contractor shall be responsible for providing facilities and personnel/subcontractors necessary to complete the examinations in accordance with the statement of work contained in the forthcoming solicitation and resulting contract. The request for proposal will be posted to the Federal Business Opportunities (FBO) website www.FBO.gov on or about March 3, 2011. Proposals will be due to the Contracting Officer by 2:00 P.M. on Monday, April 18, 2011. The NAICS code for this requirement is 621999. This requirement is being advertised under full and open competition. However, the successful offeror will be required to submit and follow a subcontracting plan. Contract award is anticipated in Mid-June 2011 with contract performance beginning within 45 days of contract award. The Government will use a trade-off process to select the offeror who presents the best value to the Government considering technical factors, past performance, and cost. As part of the required technical proposal offerors must demonstrate a firm understanding of the work required and provide a detailed plan that addresses accomplishment of all required tasks including; beginning performance of required services within 45 days and completing exams and final reports within 15 days of patient referral to the contractor. The successful offeror will be required to demonstrate their compliance with VAAR clause 852.273-75, Security Requirements for Unclassified Information Technology Resources. All offerors are strongly urges to review this clause and associated websites and documents as the requirements will be strictly enforced.
