- This justification has been developed for the acquisition by the Social Security Administration of software maintenance (termed subscription advantage) of XenApp Platinum Government-owned software developed by Citrix Systems, Inc. This software is proprietary. Only Citrix Systems has access to the source code necessary to provide the required maintenance subscription, which is comprised of version updates, bug fixes, patches, and telephone/internet technical support. The Government is not aware of any other providers of this software maintenance. Therefore, only Citrix Systems brand maintenance will meet this requirement. In accordance with the criteria of the Federal Acquisition Regulation Part 13.106-1(b)(1), "contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available."
