- This is a combined synopsis/solicitation for a commercial product prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number is F2VUJF1208A003. This acquisition is unrestricted. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: Lab-In-A-Box SIM Recovery System in the Tampa, FL area for SOCOM. DESCRIPTION OF REQUIREMENT CLIN 0001 - Lab-in-a-Box, Part # TTLABB, Manufacturer: 3G Forensics, Qty: 1 each - OR EQUAL. CLIN 0002 - Training to include equipment installation at customer site, Your price should include all travel expenses, Qty: 3 days CLIN 0003 - Shipping and Handling, Qty: 1 each Please provide a BRAND NAME OR EQUAL quote. If an or equal quote is submitted, the proposal will be sent to the technical advisor for compatibility verification. ANY OFFEROR PROVIDING AN OR EQUAL PRODUCT SHOULD DESCRIBE THOROUGHLY HOW THEIR PRODUCT MEETS ALL THE CHARACTERISTICS LISTED. FAILURE TO DO SO WILL MAKE THAT OFFEROR NON-RESPONSIVE AND WILL NOT BE CONSIDERED FOR AWARD. PLEASE NOTE: Contractor must be able to meet all specified requirements. Proposal should thoroughly describe how you will meet all the needs to this requirement. Lab-in-a-Box Damaged SIM Recovery System, complete system Complete System, and Software for recovering data from damaged SIM cards, with 3 year warranty on manufacturer parts and onsite training OR EQUAL Proposed solution for USSOCOM must have to following abilities/ features: • Hybrid, probe station for up to six positioners • XY stage with platen lift and Z fine adjustment • Stereo zoom Microscope, Illumination • Economy micro-positioners • Probe Holder and 5u Probe Tip manual operation • SIM Software • Benchtop Fume Extraction unit for Venting • Probe Colligation Indicator • Bed of Nails • Probe Interface Cable • DePot Solution • Chemical Pack • Vacuum Pump • Tool Kit • Disposable Coveralls • Safety Glasses • Smart Card Interface • Flight Cases • Training Manual • Equipment installation • 3-days Training on-site • 3 year warranty on manufacturer parts The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 effective 4 Aug 2011, DFAR DPN 20110725 effective 25 Jul 2011 and AFFARS AFAC 2011-0714 effective 14 Jul 2011. The North American Industry Classification System code (NAICS) 423430, Computer and Computer Peripheral Equipment and Software Merchant Wholesalers. A firm fixed price contract will be awarded. All interested parties must bid on all items. BASIS FOR AWARD: Award will be made to the offeror that is determined to be technically acceptable and in the best interest of the Government. 52.212-2 Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement and all characteristics in the attachment (ii) price Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication or protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.
