- The change to this notice is written in bold letters. The 11th Contracting squadron at Joint Base Andrews-NAF Washington, MD, is re-announcing its intention to procure a Firm Fixed Price (FFP) Food Service contract with a base period of performance of twelve (12) months, with four (4) twelve-month option periods. The prospective offeror shall provide all personnel, plant, labor, materials, supervision, transportation, and all other items not specifically identified as Government furnished to provide, but not limited to the following: Dining Facility management, cooking, food preparation, serving and replenishing food, cleaning facilities, equipment and utensils, preparing vegetables and fruits for the salad bar, bussing tables in dining areas, performing cashier services, handling foods, supplies, and equipment, maintaining quality control, ensuring operator maintenance and minor/major repair of food service equipment, and in the event of contingency, perform all required tasks to include continued service. The contractor shall perform services in accordance with the Performance Work Statement (PWS), which shall be included in the solicitation. The requirement will be competed on a full and open competiton after exclusion of sources basis. In addition, the Randolph-Sheppard Act, which provides persons who are blind with remunerative employment and self-support through the operation of vending facilities on federal property, to include cafetaria services in military installations, applies to this acquisition. The applicable North American Industry Classification System (NAICS) code is 722310, with the business size standard dollar amount of $35.5M. It is anticipated the solicitation will be issued electronically within two to three weeks after posting of this notice, and will be posted on the Federal Business Opportunities website (http://www.fbo.gov). Interested offerors are requested to submit their company information, via email, in response to this notice. Paper copies will not be made available. It is incumbent upon all interested offerors to review this site frequently for any updates/amendments to any and all documents. Any prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Information concerning CCR requirements may be viewed at http://www.ccr.gov or by calling the CCR Center at 1-888-227-2423. Telephone requests for information will not be allowed and all questions regarding the solicitation must be emailed to teresa.valentine@afncr.af.mil with a courtesy copy to rhonda.coles@afncr.af.mil. This notice does not obligate the Government to award a contract, it does not restrict the Government in its ultimate acquisition approach, nor does it obligate the Government to pay for any proposal preparation costs. Change: It is anticipated that the solicitaion will be issued electronically within 30 days of this amendment.
