- This is a combined synopsis/solicitation for commercial items solicited in accordance with the procedures of FAR 13 and prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation FA8751-11-Q-0474 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20110725. See http://farsite.hill.af.mil/ for the full text of all provisions and clauses incorporated by reference herein. This solicitation is a total Small Business set-aside. The NAICS code is 511210 and small business size standard is $25M annual average receipts. The contractor shall provide the following items on a Firm Fixed Price basis: ITEM 1: Software (Citrix XenClient XT - x1 Device License with Subscription Advantage, P/N: 3003380-E7 OR EQUAL) QTY: 230 DESCRIPTION: high performance, bare metal hypervisor. Allows users to run multiple instances of an operating system simultaneously, side by side, and in complete isolation. Provides multi-level secure local virtual desktop solution. Provides users with flexibility to create and manage virtual machines locally or to connect to centralized resources to download predefined virtual machines. Allows for central configuration and deployment of local virtual machine desktops, policy definitions to restrict data movement, enabling self-service recovery of backup data, and disabling virtual machines or lost devices. Hardware based security to eliminate possibility of malware or cyber attack passing between environments. Automatic data backup and recovery over secure connection. Direct access between virtual machine and full graphics capabilities of underlying hardware, including VT-d technology built into hardware platform. One year subscription must include access to all product upgrades at no additional cost, downloadable upgrades including major product architecture changes and product platform feature set, access to product user information, and 24x7 access to secure membership portal. Offerors shall provide at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. The expected delivery date is 14 Days after Receipt of Order (ARO). The place of delivery, acceptance and FOB destination point is F4HBL1/Transportation Depot 2, 148 Electronic Parkway, Rome, NY 13441. The provision at 52.212-1, Instructions to Offerors - Commercial Items applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are: (b) Written quotes are due at or before 3 PM (ET), Wednesday, 10 August 2011. Offerors are encouraged to submit their quotes using the SF1449, Solicitation/Contract/Order for Commercial Items. (b)(4) Submit a technical description of the items being offered in sufficient detail for the Government to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. (b)(10) No past performance information is required. (k) Central Contractor Registration. Offerors must be registered in the CCR database to receive a contract award. If the offeror does not become registered in the CCR database within 4 (four) days after receiving notification from the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered offeror. The provision at 52.212-2 Evaluation -- Commercial Items applies. In addition to the information in paragraph (a), the following factors shall be used to evaluate offers: (i) PRICE and (ii) TECHNICAL CAPABILITY; both factors are of equal importance.
