Description

The Internal Revenue Service (IRS) Midstates Area Procurement Office intends to issue on a sole source basis an award to Reed Elsevier, Inc. d/b/a Lexis Nexis, 9393 Springboro Pike, Miamisburg, OH 45342-4424 for the purchase and maintenance of seven (7) LAW 5.0 ES Platinum Software Licenses. The award will consist of the purchase of seven (7) software licenses and maintenance for twelve (12) months. The award will also include two (2) option periods for twelve (12) months of maintenance each year. This vendor is the manufacturer and sole provider of the software and maintenance. In addition, no other entity is authorized to sell or resell this software or maintenance support. This notice is neither a request for proposal nor a solicitation of offers. The Government intends to solicit and award with one source under the authority of FAR 13.106-1(b) (1). A determination by the Government not to compete this proposed requirement, on a full and open competitive basis, is solely within the discretion of the Government. No formal solicitation package is available. The Government anticipates an award date on or about September 1, 2011.
