Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source under statutory 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1(a), "Only one Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements." The Department of Veterans Affairs, James A. Haley Veterans Hospital (JAHVH), 13000 Bruce B. Downs., Tampa, FL 33612 requires the installation of a Real-Time Locating System and associate equipment. The James A. Haley Veterans Hospital (JAHVH), Facilities Management intends to make an award to Ubisense Inc, 5445 DTC PKWY STE 1110, Greenwood Village, CO 80111. The NAICS code is 541512 with a size standard of $25M. No solicitation document is available. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the closing date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Demonstration that the Contractor s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority) The Ubisense system that will be installed is to track and analyze the movement of VA residents living at the James A. Haley Veterans Hospital Community Living Center. This system will add to the Ubisense tracking equipment already installed in this facility and support Career Development Award research activities. There is proprietary software within the Ubisense system that includes the sensors and tags that are only compatible with each other and the other elements within the current system. The Ubisense system will track and prospectively monitor in real-time the residents during their daily living activities. Through extensive laboratory testing the following salient characteristics must be satisfied by the system: 1. Low power, ultra-wide band based location signaling with radios operating in the 6-8GHz range to avoid interference from WiFi-based communication devices and medical equipment. 2. Track location tags at a spatial resolution better than 6 in 3 dimensions. 3. Dynamic changes in tag update rates to improve tracking accuracy and battery life. Update rates must vary between 0.001Hz and 20Hz or better. 4. Integrated telemetry channel for data transfer and tag communication including button presses & LED signals. 5. Tag must be a module that has been FCC approved for integration into other devices and provide means of capturing and transmitting data from these devices over the telemetry channel. 6. Provide 2D & 3D real-time visualization of the environment and the locations of the tagged items within the environment. 7. Easy creation of 3D smart spaces for detection of tag entry/exit from different areas. 8. API which allows customization and creation of new user applications.
