Description
M249 200 Round Soft Pack Magazine Description: This notice is a Sources Sought announcement. The Army Contracting Command, Picatinny Arsenal, NJ 07806-5000 in support of the Project Manager Soldier Weapons, is conducting a market survey to identify potential sources for the manufacture and delivery of M249 200 Round Soft Pack Magazines. The M249 200 Round Soft Pack Magazine is to be manufactured, inspected, packaged and shipped in accordance with the Government Technical Data Package (TDP) Part Number 13020698. The M249 200 Round Soft Pack Magazine is a container made from metal, plastic, and cloth that attaches to the M249 Squad Automatic Weapon (SAW) and holds 200 linked 5.56mm rounds of ammunition. It provides the capability of feeding linked belt ammunition reliably to the M249 weapon to provide sustained, accurate fire in support of infantry operations. This notice is to determine if there are interested sources capable of manufacturing the M249 200 Round Soft Pack Magazine. A potential buy on a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract with an estimated minimum quantity of 4,000 magazines and an estimated maximum quantity of 28,000 magazines is being planned. The selected contractor will be required to successfully complete a First Article sample test, and ongoing lot acceptance tests. A First Article Test Report shall be required to be submitted to the Government within 180 days after contract award. Monthly production deliveries shall begin within 75 days after USG approval of the First Article Test Report and shall continue at a production delivery rate of approximately 630 per month. All responsible, interested offerors are encouraged to submit their capabilities/qualification data and any pertinent information in hard copy or via email, within 15 calendar days to: Army Contracting Command, ACC-PICA-SW, Bldg 10, Attn: Jon Glassic, Picatinny Arsenal, NJ 07806-5000. All information is to be submitted at no cost or obligation to the Government. NO TELEPHONE INQUIRIES WILL BE ACCEPTED. Any information provided will not be returned. This is a sources sought notice only and should not be construed as a Request for Proposal or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey. All information is to be submitted at no cost or obligation to the Government. If a formal solicitation is generated at a later date, a solicitation notice will be published and more detailed technical requirements will be provided. NOTES: If/when a solicitation is released, the following information is provided for your use in order to obtain the TDP: 1: The TDP for the M249 Short Barrel Blank Firing Attachment (BFA) will be marked Limited Distribution D, distribution authorized to the Department of Defense and its DoD contractors only. Only contractors who have been certified by the U.S/Canada Joint Certification Office under DD Form 2345, Military Critical Technical Data Agreement process are eligible to receive TDPs with restrictive statement codes. In addition, a copy of the companys State/Provincial Business License,Incorporation Certificate, Sales Tax Identification Form or other documentation which verifies the legitimacy of the company must accompany all DD Forms 2345. The DD Form 2345 can be obtained at: www.dlis.dla.mil/jcp. At the top of the website page, open library on the blue bar. Scroll down to the Other Forms section on the page and double click on DD 2345. The above referenced TDP will not be released until a signed and approved DD Form 2345 is received along with the Non-Disclosure Form. 2. To facilitate validation of the contractor certification, AMSTA-AR Form 1350 will be included in solicitations for contractors to complete and return to the contracting officer for processing prior to release of any restricted TDPs. The form becomes part of the permanent file documentation. 3: DD Form 1350: Question 5 - obtaining an ITAR number from the United States Department of State. This is ONLY necessary for any company that will be manufacturing Department of Defense articles listed on the United States Munitions List, and is not a requisite for this procurement.
