- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number: W912HQ-11-T-0024 - Request for Proposal This is a combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. An award will be made against this Request for Proposal on the basis of price. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The requirement is set aside for small business and the associated NAICS code is 333315. Contract Line Items: 0001FLIR P660 Infrared Camera 0002Software for Camera 0003Lens for Camera Description: One (1) FLIR P660 Infrared Camera and Accessories (see specifications below) Delivery Information: The items shall be supplied 15 days after the date of contract award. Delivery shall be made to United States Army Prime Power School, ATTN: Milton Chisolm, BLDG. 12630 FLW 28, Fort Leonard Wood, MO 65473. Contractors must be actively registered with Central Contractor Registration (CCR) at http://www.ccr.gov. Specifications for One (1) Infrared Camera and Accessories Background: The United States Army Prime Power School (USAPPS) trains U.S. Army and Navy personnel on the proper utilization of Infrared (IR) Technology to evaluate the condition of electrical switchgear and associated distribution equipment for their supported customers. Scope: USAPPS has a requirement for one (1) FLIR P660 IR camera to support the IR Course taught at the Prime Power School. USAPPS is tasked to provide industry standard training because of the hazardous environment associated with medium voltage power generation and distribution. This requirement requires the school to continuously evaluate the curriculum for relevance and the best product available to accomplish this objective. The FLIR P660 camera specification meet the desired training level and projected training level of the ALC course for 12P MOS (students), and the U.S. Army Corps of Engineers requirements for each 12PS3 soldier to understand IR theory concepts and usage while performing their IR survey. Deliverables and Technical Specifications: The contractor shall supply one (1) FLIR P660 IR camera, one (1) telephoto lens, and one (1) Reporter Pro software in accordance with the technical specifications listed below. a. 640 x 480 resolution b. 3.2 MP digital (visible light) camera built-in with video lamp c. One Battery d. Viewfinder of 5.6" minimum e. GPS built-in with linkage to web based mapping system in software f. Ability to superimpose thermal image over visible light pictures g. Panorama sequence combination support ability h. MPEG-4 format video recording ability i. 30 mK sensitivity at +/- 1% accuracy j. USB connections k. Voice annotation of > 50 seconds l. Focus with manual override m. Software interfaces with cameras capabilities n. Software support of GPS location identification o. Design templates in MS Word p. Image loading into Excel and PowerPoint Delivery Schedule: The vendor is responsible for the shipment of the items listed above.
