- Wage Determination Statement of Work Request For Quote This Request for Quote (RFQ) is for providing materials and labor to remove and replace two Liebert HVAC units at the National Weather Service, (NWS) Weather Forecast Office (WFO) in Indianapolis, IN. A site visit is strongly encouraged. Site visits may be arranged during normal business hours by calling the government contact point listed in the statement of work. Please make sure to follow the instructions listed on page 2 and 3 of the solicitation document. This is a small business set aside. The NAICS code for this action is 238220. The government intends to procure supplies using FAR Part 13, Simplified Acquisition Procedures. The government requires all contractors doing business with the government to be registered with the Central Contractor Registry (CCR). For additional information and to register in CCR, please access the following website: http://www.ccr.gov. In order to register with CCR and to be eligible to receive an award, all offerors must have a Dun & Bradstreet number, which may be acquired free of charge by contacting Dun & Bradstreet on line at http://fedgov.dnb.com/webform or by phone at 1-866-705-5711. The government encourages all contractors to submit their Representations and Certifications on-line Business Partner Network (BPN) at https://orca.bpn.gov. The BPN is the single source for vendor data for the federal government. Award will not be made to any contractor that is not registered in CCR. Brand Name Justification: The National Weather Service Central Region has 34 offices located throughout 14 states that utilize Liebert brand HVAC systems designed for Data Center applications. In excess of $250,000 has been invested in interfacing this brand unit to existing control systems, including the retrofit of Automated Logic which required a specially designed interface. These systems are unique in their physical size and offer down-flow supply for raised floor equipment without any necessary building modification. Building modifications required for large alternative brands could jeopardize configuration control of the facility and double the cost of installation. Configuration control of all remote office data centers is paramount in being able to maintain and repair equipment. By introducing alternate manufacturer's equipment, an estimated $10,000 in localized additional training for operation, maintenance, and repair would be required for each subsequent brand introduced at each location. Existing preventative maintenance contracts were awarded based on a requirement for Liebert certified technicians, which would have to be re-competed for any alternate brand selected. Brand integrity, system performance, equipment consistency, and limited space all remain factors.
