Description
This is a SOLE SOURCE COMBINED SYNOPSIS/SOLICITATION for COMMERCIAL ITEMS prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This procurement is a sole source requirement with intent to award a firm-fixed price contract to Tri-Met and is not a solicitation or a request for competitive proposal. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 3:30 pm Pacific Time, Thursday, August 9, 2011 by sending an e-mail to BLM_OR_SO_OR952_Mail@blm.gov; however, any technical data received will be for the sole purpose of market research for future proposes. The Bureau of Land Management Oregon State Office has a requirement to purchase 222 Annual Adult All-Zone Universal Transit Passes with Tri-Met. Annual Transit Passes shall be valid for one year from September 1, 2011 through August 31, 2012. Tri-Met is the sole issuer of transit passes to be obtained on this proposed acquisition. This action is taken under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirement. A quotation is being requested and a written solicitation will not be issued. Solicitation Number L11PS00991 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-53. The NAICS code is 485111 and the small business size standard is $7 million. ESTIMATED DELIVERY DATE: August 31, 2011. QUOTATIONS SHALL INCLUDE: 1) Unit price per item and Total Amount, 2) Completed FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items. (See below), 3) Tri-Met shall submit signed and dated quotes on letterhead stationery or SF-1449, identifying any payment discount terms. SHIPPING AND DELIVERY: Delivery shall be standard commercial practice and in a manner that will insure arrival at destination in a satisfactory condition and be acceptable to the carrier for safe transportation at the most economical rate F.O.B. Destination to the Bureau of Land Management. Delivery location is Bureau of Land Management (OR953), 333 SW 1st Avenue, Portland, OR 97204-3440. Product shall not be delivered on Saturday, Sunday, or federal holidays.
