- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N00244-11-T-0417. This solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 and Defense Acquisition Change Notice 20110725. The North American Industry Classification System (NAICS) code is 561210 and the business size standard is $7.0M. The requirement is for weekly and monthly portable toilet service as described below. The period of performance shall be from 01 Oct 2011 or date of award through 30 September 2012 with four (4) one year Options. The period of performance for CLINS 1003 “1004 will be 01 October 2013 (or date of award) through 30 September 2014. The period of performance for CLINS 1005 “1006 will be 01 October 2014 (or date of award) through 30 September 2015. The period of performance for CLINS 1007 “1008 will be 01 October 2015 (or date of award) through 30 September 2016. PORTABLE TOILET SERVICE LOCATIONS: Naval Air Station, 700 Avenger Avenue, Lemoore, CA 93246-5001. This requirement is subject to the Service Contract Act of 1965, as amended. Department of Labor Wage Determination Number 05-2071 Rev (10), dated 22 June 2010, applies to this procurement. The wage determination may be viewed at www.wdol.gov/sca.aspx. GENERAL REQUIREMENTS Pump, clean, replace paper towels, toilet paper, soap, toilet seat covers, chemical and water service for Government owned portable commodes at Naval Air station Lemoore: Portable toilet service as specified above will be performed weekly for (CLINs 0001, 1001, 1003, 1005, 1007). Portable toilet service as specified above will be performed monthly (3rd Week of the Month) for (CLINs 0002, 1002, 1004, 1006, 1008). Provision 52.212-2, Evaluation - Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation's minimum criteria for technical acceptability at the lowest price. Unit Prices-Contractor unit prices, when incorporated into a Government contract, will be released under the Freedom of Information act (FOIA) without further notice to the contractor submitter. If the contractor takes issue with the release, it should submit its proposal data with the appropriate legends and explain in detail why such data cannot be released as a public record under the freedom of Information Act. Paper copies of the Request for Quotation will not be made available. NOTE: Quotations must be received by 16 August 2011 by 1:00 PM (PST) local time; late responses shall deem the contractor non-responsive and will not be considered for award. All responsible sources may submit a quotation which, if timely received, shall be considered by this agency.
