- NASA/ARC has a requirement for administrative and logistical support of the NASAAmes Conference Center (NACC), located in the NASA Research Park. NASA/ARC intends to purchase the services from Tessada & Associates, Inc. (TAI) on asole-source basis pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source, insupport of a consolidation of services at the NACC. This additional work providesstreamlined administrative and logistical support to NACC operations, including planningand coordinating NASA workshops, meetings, and special events in the NACC, preparingmeeting spaces according to customer needs, and providing furniture, equipment, andaudio/visual arrangements. NACC support is currently provided by Deltha-Critique NSS Joint Venture but interfacesheavily with TAI for execution of the NACC's logistical requirements, including furnitureand equipment set-up, signage, and janitorial support. The current two-contractorarrangement has resulted in significant disruptions to services resulting from thisinefficient approach to procuring support for the requirement.To minimize disruption to services and to maximize high quality delivery of requirements,NASA proposes to fulfill NACC requirements with a single contractor rather than thecurrent two-contractor arrangement. TAI is the only responsible source for thisconsolidation since the requirements include heavy logistical support that TAI is alreadycontracted to provide Center-wide. No other vendor, including the existing contractor,has the ability to provide both the administrative and logistical support of NACCrequirements. The period of performance of the additional work applies to the entire length of theexisting Logistics Management Services contract with TAI, Contract No. NNA09DB40C, fromthe issuance date of the proposed action through the end of the contract. NNA09DB40C iscurrently extended through February 29, 2012, if all options are exercised. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Monday, August 15, 2011, to Robin.L.Wong@nasa.gov. Such capabilities/qualificationswill be evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
