Description
The procurement is being conducted under Simplified Acquisition Procedures according to FAR Part 13. It is the intent of the National Library of Medicine (NLM) Toxicology and Environmental Health Information Program (TEHIP) to license the DeLima Associates' Household Products Database on a sole source basis from DeLima Associates, 1227 Providence Terrace, Suite L2, McLean, VA 22101-2648, Pursuant to 41 U.S.C. 253(c) (1). OBJECTIVES Consumer Product Information Database (CPID) is a database that provides some product brand names and their chemical ingredients, plus data from the manufacturers' MSDS, Material Safety Data Sheets, when available. The purpose of this procurement is to acquire non-exclusive rights to use a minimum of 1,000 additional products and updates to the CPID. This is copyrighted proprietary information that is available from DeLima and information originally obtained from this source was used to build the existing database that NLM currently uses. JUSTIFICATION DeLima Associates is the only known source that is capable of fulfilling this requirement. DeLima Associates has delivered its CPID which contains chemical and health effects data for over 10,000 common household products to NLM. The database is unique in that, it compiles in one place, brand names of household products, and identifies, for each brand name, its chemical ingredients by chemical name and the chemical's universal identifier, the CAS Registry Number. This linking of brand names to individual chemical ingredients is a valuable component of the existing TEHIP databases which currently contain a wealth of health data on exposure to individual chemicals. NLM would like to continue to provide a way to translate this information to specific brand name consumer products. The CPID is used to populate the NLM Household Products Database (HPD). In order for NLM to continue to offer HPD to the public, NLM must continue to license data from DeLima Associates. CPID from DeLima Associates began as a HHS/CDC Small Business Innovation Research (SBIR) award. The North American Industry Classification System Code is 541511 and the business size standard is $25M. This is a 100% small business set-aside. NLM anticipates that award will be made on or about September 22, 2011. PERIOD OF PERFORMANCE The period of performance shall be twelve (12) months from date of award with two (2) one year options. BACKGROUND The primary mission of TEHIP is to provide core information resources and services, facilitate access to national and international information resources, and strengthen the infrastructure for toxicology and environmental health information. In support of this mission, the Program makes available on the web a suite of databases containing both factual and bibliographic information on environmental and health effects of chemicals. The advent of the web technology made it possible for TEHIP to extend the reach of its existing databases by hyperlinking to other information resources in and outside of the government. Moreover, the web technology helped to make its information resources easily available not only to its traditional users such as toxicologists, industrial hygienists, healthcare providers, and regulatory specialists, but also to the public at large seeking information about the effects of exposures to chemical substances. CONTRACT REQUIREMENTS 1.New Data to be Provided: DeLima Associates will provide information for a minimum 1,000 products. The following types of information will be provided: •Brand Name, Ingredient Chemicals by Name and Registry Number •Health Effects from Material Safety Data Sheets •Customer Service Telephone Number •Manufacturer's Name, Address, Telephone Number and List of Other Products in Database by the Same Manufacturer •EPA status as defined by the Design for the Environment (DfE) program and other green product designation from authoritative organizations such as Greenguard Environmental Institute •Identification of nanomaterials in product ingredients, particularly if any nano claim is made by manufacturer 2.Updating of Previously Supplied Data New Material Safety Data Sheets (MSDS) will be obtained from manufacturers of the previously supplied products. Ingredients, health effects and contact information will be updated using the new MSDSs as needed. Also, green product and nano ingredient designations will be indicated for existing products where appropriate. DELIVERABLES 1.New Products in categories identified and prioritized by NLM. Data for a minimum 500 updated products in categories identified and prioritized by NLM will be provided within 6months of work initiation date. Data for a minimum 500 additional new products will be provided within 12 months of work initiation date. 2.Updates of Product Data Data for half of the existing products will be updated as needed within 6 months of work initiation date. Data for remaining existing products will be updated as needed within 12 months of work initiation date. Note: Contractor may discuss with NLM an altered deliverable timeline within the one year period based on availability and delivery of data from manufacturers. This is not a Request for Quotations (RFQ), nor is a RFQ available. However, it any interested party believes it has the capability to fulfill the above requirement, it may submit a statement of capabilities. The capabilities statement should demonstrate that the interested party is able to provide the professional technical services as specified above. All capabilities statements received in response to this notice will be evaluated based on the following criteria: -10 years experience building relational databases and managing large scale data projects. -Expertise and knowledge of chemical ingredients in consumer products and related health effects as reported in published literature and related authoritative resources. -Extensive knowledge of NLM TOXNET databases framework and contents; experience searching TOXNET databases. -Extensive knowledge and experience working with and obtaining data sets from consumer product manufacturers that include product ingredient information. -Experience and knowledge of consumer product "green" classifications or safe product designations from authoritative and reliable organizations, especially federal government agencies. -Experience and knowledge of emerging consumer product and packaging science including nanotechnology. -Graduate degree in medicine, toxicology, public health, biomedical informatics or closely related field. Capability statements must be received in the contracting office by 5:00 P.M. EDT August 18, 2011. Faxed capability statements are NOT authorized. Capability statements and questions must be submitted in writing to Kimberly Pringle at pringlek@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representation and Certifications Application (ORCA).
