GENERAL INFORMATION: ( POC: Laura Schuster 808/985-6130 to schedule a Site Visit) This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulation (FAR) subpart 12.6 and supplemented with additional information. The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the quoter providing the best value to the Government, meeting the Governments need. All responsilbe businesses may submit a quote which shall be considered by the National Park Service. The North American Standard Industrial Classfication System Code is 541990; Size standard: $7M. The anticipated award date is August 25, 2011. We anticipate the work to begin Monday, August 29, 2011. Project Name: Conserve Historic Paintings for Preservation and Visitor Enjoyment STATEMENT OF WORK:A. Objective and BackgroundThe Objective of this project is to have 12 paintings conserved to a condition in whichdamage is repaired, active deterioration is mitigated, historic integrity is preserved tothe furthest extent possible and the original aesthetic conditions intended by the artistare met.The museum collection at Hawai'i Volcanoes National Park (HAVO) has asignificant collection of paintings by notable Volcano School and otherinternationally recognized artists. Dating from the late 1800's to the mid-1900's, thepaintings depict scenes of Kilauea's landscape and eruptions. These paintings havebeen displayed over the decades in various park buildings, including the VolcanoHouse hotel. The poor environmental conditions within these buildings, along withthe age of the artworks, have caused significant deterioration. This project will havea professional paintings conservator perform conservation work on Priority 1,2,3,and 4 level paintings, a total of 11, as identified in the Survey of Art Work in theHawaii Volcanoes National Park conducted by Gregory Thomas, Art Care, datedMay 18, 1999. In addition, 1 other painting will have conservation work performedas identified by the park curator in 2009. In addition to the conservation of thesepaintings, frames and hanging devices will be conserved, repaired or replaced asneeded in consultation with park curator. Appropriate historic era frames will replacemodern style ones and new frames will be installed on those paintings missing theiroriginal frames. The intention is to preserve the art works while also ensuring theirsafety and original visual impact to visitors..B. SCOPE OF WORK1. Review individual paintings; assess the current condition to the documented 1999condition report.2. Provide an estimate of the cost of conservation to the painting.3. Provide an estimate of the cost of conservation, repair or creation of new framefor individual paintings.4. Provide estimate for individual crate construction, or crate construction formultiple paintings (if acceptable to double up paintings in one crate). If crating isnecessary, contractor must provide description of how a crate is to be constructedprior to contract award.5. Arrange to have shipping crates fabricated for air shipment to the contractedconservator. Shipping and shipping insurance will need to be purchased to coverthe art work in transit. A National Park Service (NPS) "Outgoing Loan" formwill be generated for the art work to the contractor while the art works are inhis/her possession during the course of work to be completed. The art works willbe conserved according to a schedule created by the conservator. Each art workwill be returned to the park as soon as possible upon completion of conservationwork.6. Provide time table that includes the initial review of the painting and frame, theconstruction of crates, shipping costs, and conservation work for each paintingand or frame.7. Provide narrative report that documents the details of actions taken as part of theconservation of painting and or frame to include before and after images (digitalgreater than 300 dpi) and a thorough description of the conservation techniquesand treatment used in the conservation process. Include all actions taken incompleting the conservation of either the painting or associated frame. Items required by Contractor to submit with Quote for this project are the following: 1. contractor is required to submit an example ofthe previous conservation work of a piece of art typical of the late 19th century. 2. submit references illustrating the depth and breadth ofwork experience in paintings conservation and object conservation such as woodframes. 3. Provide Class C estimate for this work that includes travel, shipping costs, crateconstruction, conservation for the paintings, and frames. Contractor must have proof of insurance that covers the temporary holding ofvaluable public property and that his facility meets 36 CFR part 79 (3) regardingsecurity and safety that would protect the government property.36 CFR (3) Keep the collection under physically secure conditions within storage,laboratory, study and any exhibition areas by:(i) Having the physical plant meet local electrical, fire, building, health and safety codes;(ii) Having an appropriate and operational fire detection and suppression system;(iii) Having an appropriate and operational intrusion detection and deterrent system; Prior to award of contract the facility will be inspected by HAVO staff to ensurethat the contractor meets professional and government standards for acceptinggovernment property. D. PRODUCTS AND DELIVERABLES1. The contractor will supply 3 hard copies of each conservation report, one reportfor the individual accession file, and two reports for the park files. Two reportsmust be submitted on archival paper, the third one, printed on good bond paper.The contractor will submit an archival quality disk with the report and allphotographs for each painting dated and labeled. 2. Work to be completed by September 30, 2012 The government intends to make award to the responsible contractor who represents the Best Value to the government based on price and other factors as identified below. Evaluation Factors for Award include 1. Revelant Experience - Demonstrated experience in projects of similiar nature to this project2. Past Performance - Supported by a minimum of 3 references3. Price (Reasonabe) Revelant Experience and Past Performance when combined shall be equal to price in importance CLAUSES AND PROVISIONS: Offerors must review and comply with the FAR Provisions/Clauses which apply to this solicitation.
