- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICIATION IS ISSUED ON THE DATE IDENTIFIED BELOW. DESCRIPTION: This project involves the furnishing of all labor, supervision, equipment, transportation, and materials for the closure of the Owl Mine vertical shaft and Horse Mountain Mine horizontal adits on the Six Rivers National Forest. Work shall include the closure of mine shaft and adits, roadside clearing and grubbing, excavation, grading, and slope finishing on the Six Rivers National Forest. PROJECT LOCATION: The project sites are located on the Six Rivers National Forest. Horse Mountain Mine is located on Lower Trinity Ranger District within T6N R4E Section 33. Owl Mine is located on Orleans Ranger District within T11N R5E Section 35. The project lies within Humboldt County. PRICE RANGE: The price range for this project is between $25,000 and $100,000. CONTRACT TIME: Estimated start work date: September 15, 2011 with a contract time of 90 days from the effective date of the Notice to Proceed. BONDS: A Payment Bond or Irrevocable Letter of Credit (ILC) in the amount of 100% of the contact price will be required of the successful contractor within 10 days of award. SITE VISIT: A pre-bid meeting is scheduled August 23, 2011 at 9:00am local time at Lower Trinity Ranger District; 580 Hwy 96; Willow Creek, CA 95573. SET-ASIDE: This procurement is 100% set aside for small business. NAICS code 237990, with a size standard of $33.5 million average annual receipts. SOLICIATION DOCUMENTS: The solicitation will issued as a Request for Quote requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about August 18, 2011. RESPONSE TIME: Request for Quote will be accepted at Northern California Acquisition Service Area, 3644 Avtech Parkway, Redding, CA 96002 NO LATER THAN 4:00 p.m. Pacific Daylight Time on September 1, 2011. Facsimile and emailed quotes will also be accepted by 2:00 p.m. Pacific Daylight Time on August 16, 2011. CCR AND ORCA REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render the offer ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423, or via the Internet at http://www.ccr.gov//. Additionally, contractors must submit their representations and certifications in the Online Representations and Certifications Application (ORCA).
