Description
The Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington, DE intends to issue a Firm-Fixed Price Construction contract award to a Service Disabled Veteran Owned Small Business (SDVOSB). The contractor will supply all materials, trained labor, tools and equipment needed to completely prepare site for building operations and perform the work. This work will include general construction, for addition and renovations to replace three (3) hydraulic existing elevators P5, P6 and S7 in the Clinical addition that only travel between the basement to the third floor with three (3) modern elevators that travel between the basement and eighth floor. Scope includes demolition of existing elevators, pile foundations and structural steel reinforcement of existing hoist way to carry five (5) additional floors and equipments, including demolition and reconstruction of the existing hoist way and adjacent walls and spaces as indicated. Work also includes new rails, new cabs, new controls, new cables, new hoist motors, tie-in new fire alarm to existing system and new shunts trip. The project scope also includes but is not limited to: Construct/extend the current four (4) stories elevators shaft (from the basement to the third floor) to the ninth floor; so that new elevators travel from the basement to the eighth floor. Tie-in new shaft to existing bldg and construct a new elevator lobby entrances up to the eights floor. Controls, cables, motors, rails, lights, etc. Work will also renovate the existing rooms where elevator lobby connects to the existing building, upgrade those areas as well; provide conditioned air, fire alarm work and security measures to control access. Special electrical work to add voice annunciation on passenger elevators, digital individual elevator displays on all floors, elevator recall, and tie-in new shunts trip and fire alarm system work will also be required. The construction work will require phasing (i.e. one elevator down at a time) so as to minimize disruption to patient care. Construction activity will involve all disciplines including asbestos removal, Structural, demolition, general architectural, plumbing, mechanical, HVAC, and electrical. Infection control measures to minimize risk will also be required for the project. All work will be done in accordance with the latest ANSI, VA, UFAS, local, state and federal regulations. The North American Industry Classification System (NAICS) code is 236220. The U.S. Small Business Administration Size Standard is $33,500,000.00. The SOLICITATION issue date will be approximately AUGUST 18, 2011 with an approximate response date of SEPTEMBER 19, 2011. A pre-bid meeting and site visit will be scheduled around AUGUST 25, 2011. Contractors are encouraged to read the entire solicitation and send questions to the Contracting Officer before the pre-bid meeting. The solicitation will be an Invitation for Bid (IFB) and will be issued as a 100% Service Disabled Veteran Owned Business set-aside. The project magnitude is between $2,000,000.00 and $5,000,000.00. The solicitation will result in a Firm-Fixed Priced Contract. The entire solicitation will be made available only on the Electronic Posting System (EPS) web site https://www.fbo.gov/index?cck=1&au=&ck=. Paper copies of the solicitation will not be available. The SOW, contract drawings and specifications will be available when the solicitation is posted. Once the solicitation is posted, it is incumbent upon the interested parties to review the EPS website frequently for any updates/amendments to any and all documents.
