Description
Notice of Intent to award sole source contract. This is not a solicitation. The Department of Veterans Affairs Medical Center, Providence, Rhode Island (650/90C VAMC Providence) intends to negotiate and award a research contract for design, fabrication and test of an instrument and associated control software/algorithms for research into Alzheimer disease and mild Traumatic Brain Injury (mTBI). Proposed awardee: Oyster Pond Scientific, 133 Oyster Pond Road, Woods Hole, MA 02543-1111 (DUNS: 829591044). The equipment and deliverables are described as follows: 1 Overall concept/design proposal for spectrometer hardware and software. Detailed design specifications for spectroscopic light source(s). 2 Acquisition, assembly and testing of an operational subsystem of the NIR spectrometer system (NIRSS). 3. Presentation, demonstration and testing of distal assembly integrated into completed NIRSS, including DAQMC software, which shall include source, object, executable code, logic, flowcharts, algorithms and programmers notes and annotations. 4 Required revisions to NIRSS and DAQMC completed. Detailed model of NIR light propagation and interaction with tissue in the multilayered structure of the human head; the code which applies this model to laboratory and clinical NIR spectra acquired with the hardware module of this technology. 5. Demonstration, testing and identification of required revisions for performance to specification of model to extract physical chemical properties when applied to NIRSS spectra acquired from phantoms. 6. Detailed diagnostic algorithm, the code which applies this algorithm to laboratory and clinical NIRSS spectra acquired with the hardware module. 7 Demonstration, testing and identification of required revisions for performance to specification of diagnostic algorithm(s), the codes which apply the diagnostic algorithm(s) to in vitro tissue and clinical NIRSS spectra acquired with the hardware module of the contract. 8. Additional Testing and Support as may be required (Option). The authority for this action is FAR 6.302-1 See attached Justification and Approval (J&A). This notice contains information current through FAC 2005-53. The NAICS is 541712. The FSC/PSC is AN12.
