Description
The purpose of this Sources Sought is to obtain potential business sources that can provide system support of the U.S. Army Food Management Information System (AFMIS). Tasks include requirements analysis, automation system design, software application programming, Automated Information System (AIS) modification, hardware and software technical support, system installation, Capability Maturity Model Integrated (CMMI) support, business consulting, product evaluation, customer support, operations support, and program coordination. 1. Potential contractors must be knowledgeable of and experienced in the following: a. US Army food program automation to include the Reserve Component. b. Implementing interfaces with Defense Financial Accounting Service (DFAS) and General Fund Enterprise Business System (GFEBS). c. Configuring and programming touch-screen cash registers and hand-held bar-code readers. d. Administration of fail-over sites particularly using SAN to SAN replication. e. Application software development in the following languages: HTML / HTM: About 350 thousand source lines of code (KSLOC) total with about 59 new KSLOC / month. CSS: About 27 KSLOC with about 1.5 new KSLOC / month. XML: About 38 KSLOC with about 1.5 new KSLOC / month. Visual Basic.NET: About 510 KSLOC with about 18 new KSLOC / month. ASPX: About 35 KSLOC with about 1.5 new KSLOC / month. RPX: About 8 KSLOC with about 1 new KSLOC / month. RESX: About 22 KSLOC with about 6 new KSLOC / month. SQL: About 110 KSLOC with about 29 new KSLOC / month. JS: About 161 KSLOC with about 43 new KSLOC / month. BAT: About 18 KSLOC with about 1.9 new KSLOC / month. XSX: About 8 KSLOC with about 1.9 new KSLOC / month. CONFIG: About 1.9 KSLOC. ASMX: About 3 KSLOC DISCO: About 12 KSLOC. WSDL: About 392 KSLOC. MAP: About 18 KSLOC. CS: About 140 KSLOC. f. Deployment of technical and functional analysts to Afghanistan, in full conformance with Joint Contracting Command-Iraq/Afghanistan Instruction dated 16 July 2008, assuming a contract award date of 15 February 2012, start date of 2 April 2012 and deployment before 30 June 2012. g. Current compliance with DFARS 252.239-7001, Information Assurance Contractor Training and Certification, DoD 8570.01-M, Information Assurance Workforce Improvement Program, and the most current US Army IA Training Best Business Practice (BBP). h. Provision of a fully operational data mart with drill down capability for key metrics and summary level data to include data warehouse design experience and web-based business intelligence reporting experience. i. Development and execution of a training program to support various positions and responsibilities of the Army's Subsistence program both at user sites and on-line through help screens and tutorials. j. Development and execution of an acquisition strategy to determine the best hardware and or software for use within the project team's implementation or for specific functional user application. k. Development and execution of a deployment strategy with specific implementation and fielding plans to support the Army Food Service operations of tactical, garrison, headquarters, field and training environments and exercises. l. Use of virtual Servers in managing and developing multiple development ane test environments. m. Supporting a distributed database environment to include SQL Replication between 450 plus client work stations and multiple SQL Server production databases. n. Mobile computing for inventory management, automated headcount, and similar mobile applications to be deployed across different platforms and appliances. 2. Offeror's response to this RFI shall be limited to 7 pages and shall include the following information: a. Offeror's name, address, point of contact, phone number, and e-mail address. b. Offeror's interest in bidding on the solicitation when it is issued. c. Offeror's capability to meet the technical expertise and certifications required for the work described above. d. Offeror's capability to meet the security clearances and requirements at time of award. e. Offeror's capability to perform a contract of this magnitude and complexity (include offeror's in-house capability to execute design and development, comparable work performed within the past 5 years - brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples.
