Description
The Naval Surface Warfare Center Panama City Division, Panama City, Florida intends to solicit VideoNext Network Solutions, Inc. 3852 Dulles South CT STE I, Chantilly, VA 20151-1033 on a sole source basis for two (2) vN Geo World Server Portable License-Single User, one (1) vN Geo World Server Portable License-10 User, and three (3) vN Geo World Imagery License. NSWCPCD was tasked by the Transportation Security Administration (TSA) to complete tests to demonstrate and evaluate the ability of Commercial Off The Shelf (COTS) and Government Off The Shelf (GOTS) equipment to monitor critical transportation infrastructure. This tasking required the use of COTS products where available for video analytics and alert processing. As part of the COTS solution, the vendor VideoNext was selected because their software products were the best match for the requirements. This product was part of the original TSA test bed installations and is still in use today. TSA requires geospatial display of alerts and sensors. This is a separate licensing option for the current VideoNext products that have been in use at the test beds since the initial installation. These licenses will activate the VideoNext (vN) imagery and map servers that are required to meet TSA ™s requirements. This feature is already present in the VideoNext COTS software suite that is in use at the three test beds. Integration of a different vendor ™s geospatial software would cause significant schedule, cost and risk impact. Delivery will be FOB to the Naval Support Activity - Panama City, 110 Vernon Avenue, Panama City, FL 32407-7001. The resultant contract will be a firm fixed price purchase order. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Department of Defense will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) Database. Registration may be accomplished by accessing the CCR website at http://www.ccr.gov/. NAICS Code 511210 applies. FSC is 5830. The Request for Quote will be issued on 03 August 2011. The award will be on or about 15 August 2011, and it will be based on a fair and reasonable price.
