- Transitional Housing Specialist: The purpose of this contract is to engage a community provider (Contractor) who will assist Veterans and their families with housing placement assistance consistent with HUD-VASH program objectives. The goal of this contract is to rapidly assess, place, and maintain Veterans referred by VA staff into Section 8 eligible, permanent housing. Through this contract, the VA seeks to support HUD-VASH by expediting placement of Veterans and their families in affordable, permanent housing. This housing must meet the criteria for inclusion in HUD's Section 8 voucher program. The Contractor shall be expected to deliver services that will lead to Section 8 housing placement and enhance the housing stability of Veterans families served by HUD-VASH. Specific tasks are as follows: Task 1: Identification of Section 8 Eligible Housing Units Contractor will be responsible for identifying sufficient units of housing to place 10 to 25 Veterans in safe, permanent housing that is eligible for Section 8 rental. Identification of suitable, eligible housing units generally requires: a. Development of an active liaison relationship with the local Public Housing Authority and area landlords; b. knowledge of area housing market; c. knowledge resources available to facilitate move into Section 8 housing; d. knowledge of public transportation serving identified housing; e. proximity of medical, mental health and other rehabilitation services needed by the Veteran and their family members; and f. proximity of employment. Contractor is responsible for providing VA with lists of potential housing units, along with a written summary of size, location, and condition of the available housing units. Task 2: Placement of Veterans in Section 8 Housing Units Contractor is expected to place Veterans and their families in eligible Section 8 Housing Units. Task 3: Status Reports The Contractor shall be responsible for submitting monthly status reports describing activities completed to date and immediate next steps Contractors shall be responsible for providing VA with documentation demonstrating that placement objectives are being met throughout the contract period. VA intends to conduct both periodic fiscal and performance reviewed of the selected Contractor.
