- 03 August 2011-This presolicitation synopsis is to advise industry that SPAWARSYSCEN Atlanticintends to issue Request for Proposal N65236-11-R-0048 for DecisionSuperiority support services.The anticipated work will include engineering and development of commandand control (C2) systems and application development for command, control,and decision support systems to enable utilization of information and decisionaids to support decision-making.The applicable North American Industry Classification System (NAICS) code is541330 with a size standard of $27M. The Government estimate for this effortis approximately $250 million. This solicitation will be a total set-aside forsmall business. The contractor will be tasked to accomplish the work asspecified in the PWS. A performance based, indefinite delivery, indefinitequantity type contract is anticipated with provisions for cost-plus-fixed-fee,firm-fixed-price and fixed price incentive (firm targets) orders. The orderingperiodwill include a base year with four one-year options. Multiple awards may bemade.The projected timeframe for issuance of the Request for Proposal is September2011. This synopsis is for informational and planning purposes only and doesnot constitute a solicitation for bid or proposals, and is not to be construedas acommitment by the Government.
