Description

Justification for Other than Full and Open Competition NOTICE OF INTENT TO AWARD ON SOLE SOURCE/BRAND NAME BASIS The Department of Education, Federal Student Aid (the Department), intends to solicit on a sole source basis under the authority of FAR 13.5 to Fedtek (a Webtrends, Inc. reseller, current holder of contract), 12700 Balck Forest Lane, Woodbridge, VA 22192.. This procurement is being conducted under Simplified Acquisition Procedures (SAP). Webtrends is the sole provider of WebTrends on Demand, a service currently used by the Department to monitor usage of some 30 different web sites. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified points of contact not later than August 8, 2011 at 12:00 p.m. EST. Such capabilities/qualifications will be evaluated solely to determine whether or not to conduct this procurement on a competitive basis. A determination by the Department not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Department. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Department to Julie.Liu@ed.gov with "WTOD" referenced in the subject line.
