- The Department of Veterans Affairs, is seeking interested firms that are classified under one or more of the following small business programs: (1) Service Disabled Veterans Owned Small Business (SDVOSB) (2) Veteran-Owned Small Business (VOSB) (3) Section 8(a), (4) HUB Zone, (5) Small Disadvantaged Business (SDB), (6) Woman-Owned Small Business (WOSB). This is a request for Standard Form 330, not a request for proposal. Provide Professional Architectural Engineering Design services to Reconfigure Site Entrances, Project 578-11-146 at the Edward Hines Jr. VA Hospital, Hines Illinois. The work includes preparation of drawings, specifications and cost estimates for all facets of work and trades necessary to facilitate award of a construction contract to Reconfigure Site Entrances on the site of the Edward Hines, Jr. VA Hospital. Work to include, but is not limited to, pavement reconfiguration, security upgrades, signal plans, signage and coordination with local and state governments. The AE will redesign the main entrance and the secondary west entrance into the Hines campus. This may include Roosevelt Road improvements, movement of the existing gate, additional of a new gate, reconfiguration of signals, ROW acquisition, pavement widening, phasing, landscaping and signage. The A/E is also solely responsible for the acquisition of all necessary permits including, but not limited to IDOT, IHPA, IEPA and MWRDGC. The NAICS code is 541310 and the size standard is $4.5 million. This procurement is 100% set-aside to small business firms. Estimated construction cost is between $2,000,000- $5,000,000. Area of consideration is restricted to 150 miles of the Hines VA Hospital, Hines, Illinois. Submit two (2) copies of SF 330 with appropriate documentation by close of business September 2, 2011. Selection criteria will be based on: (1) specialized experience and technical competence of the firm with the type of design required, (2) specific experience and qualifications of personnel proposed for assignment to the project, (3) Maintaining project schedules and project budgets; (4) Knowledge in design and construction requirements; (5) Cost control effectiveness; and (6) Veteran Owned status. No bid packages are available. This is not a Request for Proposal (RFP). NAIC #541310 applies. Award is subject to the availability of funds.
