Description
Date: 03-AUG-2011RFP # N65236-11-R-0052 Desc: Pre-Solicitation Noice Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Charleston, SC intends to issue a request for proposals (RFP) N65236-11-R- 0052 for the procurement of Integrated Cyber Operations (ICO) support services. The anticipated work will support a broad range of Government services and solutions (equipment and services) associated with the full system lifecycle support including research, development, test, evaluation, production and fielding of sustainable, secure, survivable, and interoperable Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, Reconnaissance (C5ISR), Information Operations, Enterprise Information Services (EIS) and Space capabilities. The ICO Portfolio requirements encompass all aspects of information assurance including cryptographic devices and Network User Authentication. Tasks supported under this procurement will be related to delivering capabilities to operate, secure and defend networks and data in support of the warfighter's mission. The applicable NAICS code is 541330 with a size standard of $27 Million. The Government estimate for this solicitation is approximately $250 million. The Government anticipates award of a multiple award, indefinite delivery, indefinite quantity (IDIQ), performance-based contract that will provide for the issuance of cost-plus-fixed-fee, fixed-price-incentive (firm target) and firm-fixed-price task orders. The period of performance includes a base year and four one- year option periods. The procurement will be conducted under full and open competition after exclusion of sources under small business set-aside competitive provisions. The estimated release date for the formal RFP is September 2011. This acquisition is part of SPAWARSYSCEN Atlantic's acquisition strategy centered around the Competency Aligned Organization business portfolios and specifically supports the CI2O Portfolio. A competitive, performance-based multiple award contract will be awarded with provisions for cost-plus-fixed-fee, firm-fixed-price and fixed price incentive (firm targets) orders.
