- Solicitation: NFFR5200-11-05196BS Title: Conduct Experimental Fishing, Deploy Satellite Tags on Common Thresher Sharks and Develop Multimedia Outreach Materials ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Pfleger Institute of Environmental Research (PIER), to conduct experimental fishing and deploy satellite tags on common thresher sharks and to develop multimedia outreach materials to promote and advocate for best fishing practices to minimize mortality of recreationally caught thresher sharks. ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement to conduct experimental fishing and deploy satellite tags on common thresher sharks in order to assess their survival from recreational catch and release and to develop multimedia outreach materials to promote and advocate for best fishing practices to minimize mortality of recreationally caught thresher sharks. The scientists at PIER have developed novel methods for attracting and capturing thresher sharks. They possess a high level of expertise with these methods in the Southern California Bight recreational shark fishery as well as expertise in deploying satellite tags on large pelagic fish. Through their previous and on-going cooperative research with the Southern California shark angling community they are uniquely poised to oversee the development of techniques and outreach and education materials to minimize thresher shark catch and release mortality and advocate for use of alternative gears and best practices. PIER has perfected a unique underwater videography technique to capture rare footage of feeding thresher sharks that will be a key component of the filming and production of multimedia materials. Market research has identified PIER as the only group with the experience and resources needed to conduct this type of research and to utilize unique techniques to film feeding thresher sharks in the wild in order to meet the needs of the Government. Period of Performance shall be award date through December 31, 2012. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
