- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-53. This is a total small business set-aside under NAICS 423320 with an associated small business size standard of 500 employees. CLIN 0001: River Run Rocks 4" X 8" for use in gabion baskets. 2400 tons, delivered price per ton $__________, extended price $_____________.CLIN 0002: Round or Angular Rip Rap 18" X 24" nominal size for use in constructing aprons, 390 tons, delivered price per ton $_________, extended price $____________. Total Offer for CLINs 0001 and 0002 $_______________, inclusive of all applicable taxes and fees. Both items FOB Destination, Nambe Falls (Lat 35 50 45 N; Long 105 54 20 W). Due to urgency, delivery must commence within 24 to 48 hours of contract award. Award will be made on a lowest priced, technically acceptable basis with consideration for quick delivery of the items requested. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. By the provision at 52.212-2, Evaluation-Commercial Items, technical capability of equipment and labor to meet the described government need, and price will be evaluated equally. The following addendum to 52.212-2 applies: WBR 1452.225-82 Notice of World Trade Organizations Government Procurement Agreement Evaluations; WBR 1452.211-80 Notice of Intent to Acquire Metric Products and Services. The provision at 52.212-3, Offeror Representations and Certifications must be completed and be active online at http://orca.bpn.gov. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies. The following select clauses at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition: 52.209-10, Prohibition on Contracting with Inverted Domestic Corporations; 52.219-6, Notice of Total Small Business Set-Aside; 52.222-3, Convict Labor; 52.222-19, Child Labor - Cooperation with Authorities and Remedies; and 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration.
