- Lincoln County Nevada Archaeological Initiative - Round 5 The Bureau of Land Management (BLM), Nevada State Office will issue an unrestricted competitive solicitation on/about September 1, 2011. The BLM anticipates multiple awards from this solicitation. It is estimated that services will be for up to three years, although this may vary. The BLM administers funds generated by the Lincoln County Land Act of 2000 (Act). The Act provides for the sale of public land in Lincoln County, NV, with the sale proceeds available, in part, for archaeological studies within Lincoln County. These proceeds are used to fund proposals to deal with aspects of the inventory, evaluation, protection, and management of unique archaeological resources in the County. The unrestricted competitive solicitation, L11PS01073, is in accordance with Federal Acquisition Regulation (FAR). The NAICS code for this acquisition is 541990, All Other Professional, Scientific and Technical Services and the size standard is $7.0M. A Request for Proposal (RFP) solicitation package will be available electronically on or about Thursday September 1, 2011 at www.fbo.gov and www.fedconnect.net. Proposals will be due no later than October 31, 2011. Potential offerors are responsible for monitoring these sites for release of the solicitation package. To be eligible for contract award, offerors must be registered in the Central Contractor Registration (CCR) data base via website: http://www.ccr.gov, and have completed the online Representations and Certification at website: https://orca.bpn.gov. Proposals shall include a performance-based statement of work detailing a description of the project proposed, method of accomplishing the work, deadlines, and performance standards. Proposals awarded to federal government agencies will result in interagency agreements. Proposals awarded to the public will use simplified acquisition procedures, to the extent possible, with resulting firm-fixed-price contracts. The contractor or government agency shall furnish all labor, equipment, transportation, supervision, supplies, and incidentals to perform the work as stated in their proposal. The contractor or government agency will be responsible for writing the performance-based statement of work for its proposal. Award will be based on Best Value to the Government in accordance with FAR. The Government reserves the right to award a contract to other than the low offeror. Potential offerors are responsible for monitoring www.fbo.gov and www.fedconnect.net for the release of the solicitation package, for any other pertinent information, and for downloading a copy of the solicitation package. A Statement of Agency Need and source selection criteria will be included in the solicitation. The government will not provide paper copies of the solicitation. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs.
