Description
The U.S. Department of Commerce, NOAA, Eastern Region Acquisition Division-Kansas City, MO (ERAD-KC) and the Atlantic Oceanographic & Meteorological Laboratory (AOML) intend to solicit for purchase of 1 each Skyscan 1178, Desktop X-ray Microtomograph Scanner. The CT (X-ray Computed Tomography) scanners are commonly used in engineering and medical fields to accurately describe internal structures. This machine will leverage labor from current AOML projects and greatly reduce the workload required, while simultaneously leading to an exponential output of results, for variables that they are already measuring. With this machine, AOML can get at these variables (coral growth/calcification, bio erosion) in a much faster and sophisticated manner. The machine essentially requires the user to push a button and it does a scan. This machine directly measures density and structure down to the micron scale. TECHNICAL CRITERIA: Pixel Size: 80µm isotropic voxel or smaller; X-ray source: 65kv, 40W, comparable or greater, capable of transmitting through calcium carbonate of several cm in thickness; Digital x-ray cameras 1280x1024 pixels, 12-bit or comparable; Object Size: larger preferable. Recommended 80mm diameter x 200 mm length, comparable or larger; Computer Hardware: Dell workstation with dual quad-core processors or greater; Measureable parameters: density, volume, surface area, pore volume, digital 3D volumetric reconstruction; Training and installation required; and Phantoms required for density measurement and calibration. Overall System Accuracy: The system should be able to attain an isotropic voxel size of 80µm (1024x1024x1024) or better. Accurate scans must be possible with several minutes, minimizing the time living samples are kept out of water. Overall System Description: The system uses x-rays in a shielded container, coupled with digital x-ray detectors to digitally reconstruct a three dimensional model of the sample object. This reconstruction allows highly accurate volumetric and surface area measurements of features both external and internal to the sample object. Finally, software and density standards included with the system allow precise and accurate measurement of skeletal density, allowing for calculation of calcification over small temporal scales. The Government knows of no other manufacturer that can provide a product that meets their requirements. The Government conducted a market research and found there are other manufacturers that can provide CT scanners, but there were none found that met their requirements. Micro Photonics Inc. is the only known manufacturer that can provide a scanner that meets the Government's requirements. This is not a request for proposals and there is no solicitation available at this time. However, all responses received within 10 calendar days after date of publication of this notice will be considered by the Government. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Microphotonics Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this action is 334516.
