- Description
- The Michael E. DeBakey VA Medical Center (MEDVAMC) Houston, TX has a requirement for Project # 580-11-108, "Repair and Enhance HVAC Systems to Support Continuous Commissioning". This opportunity is available only to contractors under public law 109-461 and 38 USC 8127. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business Set-Aside. The S.D.V.O.S.B. contractor is required to perform a minimum of 15% of the construction work on the project utilizing their own workforce. Additionally, this acquisition will be awarded in accordance with FAR 14.408-1(a) (3), to that responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors. Please do not send questions to this notice as it is only a Pre-Solicitation Notice. Questions will be accepted only after the Solicitation has been published. A Firm-Fixed Price contract award is anticipated. The contractor shall furnish and install ten (10) ultrasonic flow meters, six (6) cooling tower basin temperature sensors, two (2) outside air dry bulb temperature and relative humidity sensors, sixteen (16) chilled water pressure sensors, sixteen (16) blank flanges to convert the 3-way chilled water valves to 2-way valves on Air Handling Units (AHUs), seven (7) advance electrical meters for chillers, energy efficient variable frequency drives (VFDs) for five (5) Cooling Towers, three (3) chiller primary pumps, and four (4) tank pumps and two (2) combination air valves on thermal tank supply and return line. The project duration shall be 150 calendar days from receipt of a Notice to Proceed. Solicitation documents will be available electronically on or before August 18, 2011 at this website. Hard copies will not be mailed. The solicitation will be issued as an Invitation For Bid (IFB). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, OFFERORS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE. A 90 day bid acceptance period will be required. A Bid bond must be submitted with the offerors bid. Performance and Payment bonds will be required from the contractor receiving award. A pre-proposal conference will be held at a date, time, and location to be provided in the solicitation announcement. The magnitude of construction is between $250,000 and $500,000. North American Industrial Classification Standard (NAICS) code assigned to this project is 238220 with a small business size standard of $14.0 million in average annual receipts for the past three (3) years. Offerors must be registered at the Vendor Information Pages at www.vip.vetbiz.gov, currently registered in the Central Contractor Registration (CCR) database at www.ccr.gov, and have completed online Representations and Certifications at http://orca.bpn.gov prior to contract award. ADDITIONALLY, ALL SDVOSB CONTRACTORS MUST BE CENTER FOR VETERANS ENTERPRISE (CVE) VERIFIED IN ORDER TO RECEIVE A CONTRACT AWARD.
