- THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research to locate potential operators interested in providing flight services to the U.S. National Park Service (NPS) for the Everglades National Park. THIS IS NOT AN ORDER, SOLICITATION, OR REQUEST FOR PROPOSAL. This announcement is not to be construed as a commitment by the Government to issue a solicitation for services. Responses will not be considered as proposals, nor will any award be made as a result of this announcement. If a solicitation is released, it will be synopsized and posted at www.fbo.gov.We are seeking qualified and interested small business operators who can provide on-call support for the Everglades National Park (ENP) at Homestead, Florida for a contractor owned, operated, and maintained light fixed wing aircraft. It is expected that the aircraft would be supported by a contractor provided pilot; however, we are considering the option of using a Government pilot for part of the year. Aircraft would be based at Homestead General Airport and used to support the transportation of personnel and/or cargo in support of natural resource activities including: field research; search and rescue; fire reconnaissance and surveillance; law enforcement; animal visual and electronic tracking; wildlife surveys; aerial photography; as well as administrative and other related activities as directed by the Government. Some missions may require limited over water flights. Other missions may include operations conducted at less than 500 feet above ground level (AGL). Operators must possess a Federal Aviation Administration (FAA) certificate issued under 14 CFR 135. Aircraft must be carried on the list required by 14 CFR Part 135.63(a)(3) or Operations Specifications Part D, 'Aircraft Listing,' as appropriate and have a standard airworthiness certificate.Aircraft would be subject to call and available for use at Homestead General Airport within a minimum of 24 hours from the time the Government attempts to contact the Contractor. During each call up period, aircraft would be subject to the exclusive use and control of the Government 24 hours per day, seven days per week, until it is released back to its On-Call status. The contract period would be one year (365 days) with government unilateral options to extend for up to an additional four years. Approximate usage is expected to be about 200 flight hours per year. The applicable NAICS code and small business size standard for this requirement is 481211 (Nonscheduled Chartered Passenger Air Transportation) and 1,500 employees.
