- Solicitation: NWWW0000-11-00257BS Title: Kinemetrics Digitizer and Basalt Accelerographs ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Kinemetrics, Inc., to provide equipment to replace an older digitizer that has failed and provide three Basalt accelerometers/digitizers. ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement for a Q330 digitizer to replace an older Q730 digitizer that has failed and to provide three Basalt accelerographs with built in Episensor. The Pacific Tsunami Warning Center (PTWC) already owns and operates a network of Kinemetrics Q330, Marmot, and Basalt seismic detection systems in the State of Hawaii. In order to replace obsolete equipment and unify its seismic network architecture, PTWC must purchase the Kinemetrics brand hardware in order to interface it with existing software currently in use by PTWC. Therefore, Kinemetrics, Inc. is the only vendor able to provide equipment that meets the requirements of the Government. Delivery date shall be 60 days ARO. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
