Description
Procurement Office: U.S. Environmental Protection Agency, Administrative Contract Service Center (3803R), 1200 Pennsylvania Ave., NW Washington, DC 20460 Response Date/Time: Wednesday, August 10, 2011 The U.S. Environmental Protection Agency (EPA) Facilities Management and Services Division intends to award a Purchase Order to Apex Logistics, LLC (Apex), under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to acquire labor services and warehouse operations support for a three month time frame while the new order is being competed and awarded using the GSA Schedules Program. Market research indicates that it will take approximately one month to transition the services from Apex to the new vendor. In essence, the initial two months, EPA will compete/award the requirement and the final month will allow Apex to transition the service to another vendor. It has been determined that Apex Logistics, LLC is uniquely qualified to satisfy the Government?s requirement. As previous contract holder for four years, Apex has intrinsic knowledge that allows them to respond to the EPA faster than another vendor. They currently provide several mission critical services to the Government that cannot be interrupted while the new contract is recompeted. The vendor provides emergency clean up services, storage of sensitive items, property accountability services, space reconfiguration, shipment and receiving of Government property and collection of recyclable materials. For example, Apex already has a current list of sensitive supplies and a current list of Government property that needs to be disposed of. It would take another vendor additional time to go through the warehouse and physically inventory all of the items in the warehouse. Additionally, Apex currently uses Integrated Financial Management System which allows them to quickly access current lists of items in the warehouse. A new vendor would have to take time to learn this new system. Delay in award of a contract would result in serious hardship to the Government should the services not continue. For example, Apex currently provide emergency clean up services. Should EPA have an emergency, the Government could not wait for the Contracting personnel to complete the entire acquisition process. The need is imminent. The North American Industry Classification System (NAICS) code for this procurement is 541614. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA?s requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and submitted to Michelle Croan, Contracting Officer, to croan.michelle@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
