- DISCLOSURE OF LOBBYING ACTIVITIES PAST PERFORMANCE QUESTIONAIRE PAST PERFORMANCE INSTRUCTIONS STATEMENT OF WORK Instructions to Offerors The Department of Homeland Security, Federal Law Enforcement Training Center (FLETC), has a requirement to purchase On-Line Law Enforcement Training through a vendor hosted Learning Management System. This requirement will be awarded as a Firm Fixed Price Contract. This is a combined synopsis/solicitation for commercial item services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Each Registration shall allow unlimited access to On-Line Law Enforcement Courses, currently offered by the vendor, for a period of one year. The period of performance for this procurement will be a base period which will be from date of award plus 4 option periods. The CLIN structure and quantity\pricing specifics for this procurement are located in section B of this notice. The contractor will be responsible for providing all on-line Law Enforcement courses, registering eligible Law Enforcement Officers, providing training and technical support for on-line services, ad hoc reporting capabilities as well as other requirements explained in this notice. The RFP is issued in accordance with FAR Part 12 and FAR Part 15. This requirement is a 100% Small Business Set-Aside in accordance with FAR 52.219-6 Notice of Total Small Business Set-Aside and will use the North American Industrial Classification System (NAICS) code of 611519 size standard $7.0M Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available on www.fbo.gov All responsible contractors, meeting the stated requirements, may submit a proposal which shall be considered by the agency. By submitting a proposal, offerors will be self-certifying that neither the requestor or principle corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from a federal agency. Through its submission, the offeror acknowledges the requirement that a prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract awarded pursuant to the solicitation. Lack of registration in the CCR will make a vendor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements at www.ccr.gov Proposals must be submitted NLT 2PM EST on August 17, 2011. The required format for proposal submission is detailed in Paragraph b Pgs. 35-36. Send all proposals to Douglas J Marshall per the instructions listed in Page 1 Attention to Offers paragraph g.
