Description
This is a modification to Pre Solicitation Notice R11PS20141, Professional Services IDIQ. The purpose of this modification is to post Questions and Answers received to date that were intended to be issued on the previous modification. Questions and Answers Received to Date: 1. What States or Areas of Reclamation will utilize this contract the most? The government estimates that the contract will mostly be utilized by the Mid Pacific Region, however this will be a Reclamation wide contract and other regions may issue orders against the contract. 2. Can we assume this will be a nationwide type contract vehicle? Or, may it be focused on a specific geography? This will be a Reclamation wide contract. The government estimates that the contact will mostly be utilized by the Mid Pacific Region. 3.Our corporation exceeds the NAICS Code 541620, $7 million size standard. Given the statement noting (potentially) up to five unrestricted awards, does this open up the opportunity for corporations to submit a response as a prime, even though they do not meet the NAICS Code size standard? Shall we assume that because we do not meet the size standard that we can solely participate as a subcontract to a prime that meets the size standard? The NAICS code size standard defines the maximum size that a firm may be to qualify as a small business. This means if your firm exceeds the size standard you cannot submit an offer as a small business; you can submit an offer as the prime contractor but you will qualify as large business and will be competing with other large business offerors. You may submit an offer as a subcontractor to a prime that is a small business, but you do have the option to submit an offer as a prime competing in unrestricted (large business) basis. 4. Can a company submit an offer as a prime for a portion of the disciplines and either as a prime with sub-consultants for all the disciplines or as a sub to another company with all the disciplines. Offerors are allowed to provide services for all disciplines through teaming, partnerships and/or subcontracts. 5. Can a firm submit 2 proposals? One as prime with subcontractors and one as a subcontractor to a prime? If you can accomplish this without a conflict of interest or an impact to capacity. You must submit independent offers without the appearance of collusion. 6. What are the anticipated contract amounts? The anticipated contract amount is $50 million per contract over the life of the contract. 7. Should small business be expected to cover all 22 disciplines? The awarded contract(s) will be expected to cover all 22 disciplines; however, this may be achieved with teaming, partnerships or sub contracts. Reclamation will evaluate/consider proposals from small businesses that propose less than the 22 disciplines. 8. The pre-solicitation did not mention 8(a), HUBZone, and Veteran Small Businesses, will there be set asides for these categories? No, there will be no set asides for a specific socio-economic program(s). 9. Will the small business awards be made according to the categories of the previous IDIQ contract or will all awards be for multi disciplinary services? All awards will be made for multi disciplinary services. 10. Will Reclamation hold a pre-bid meeting for this solicitation? No, a pre solicitation meeting will not be held. 11. Will the solicitation require responding to all 22 disciplines or will it be satisfactory to only respond to those disciplines which you could provide services? The contract should provide services to all 22 disciplines whether it is through teaming, partnerships or sub contracts. Reclamation will evaluate/consider proposals from small businesses that propose less than the 22 disciplines. 12. Will hydrographic surveys be part of this IDIQ? If so, which category would it fall under? Yes, hydrographic surveys will be under category h, "Geospatial Data".
