- Presolicitation Notice: The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Elizabeth City, NC intends to issue a Request for Quotation (RFQ) to solicit a competitive firm-fixed price purchase order for a base and four one year option periods that will require the successful contractor to use the Supply Chain Management System (SCMS) developed and customized for the USCG by Servigistics. ALC Item Managers and Planners require contractor support to provide analytical support services that include assistance in determining accurate order quantities and frequencies for a wide range of aircraft parts, recommendations regarding sparing requirements, recommendations regarding budget management and planning, and decision-support modeling for aircraft fleet availability. The RFQ will be issued in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 13.5, Test Program for Certain Commercial Items. The RFQ will be issued on or about August 10, 2011 via the Federal Business Opportunities (FedBizOpps) web site at http://www.eps.gov. The RFQ number is HSCG38-11-Q-410018, hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor the FedBizOpps site for RFQ release and all subsequent amendments. The RFQ will be issued as unrestricted. The North American Industrial Classification Code (NAICS) is 541611, and the small business size standard is $7M. All interested businesses may submit a quotation, which shall be considered by the USCG. The Government will award a firm fixed price purchase order on a Best Value basis resulting from the RFQ to the responsible quoter whose conformance to the RFQ will be most advantageous to the government, price and other factors considered which will be identified in the RFQ. Anticipated date of award is November 1, 2011.
