Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number: W912L9-11-T-0028 Notice Type: Combined Synopsis/Solicitation Synopsis: The following items are needed: 40 ton Air Conditioners - diesel powered, temporary ducting for building, installation. The offers received will be evaluated by a best value determination. Items: 1. General Requirements: This project requires the contractor to provide all supervision, labor, materials, tools, and equipment required to complete the following work: a. Provide (rent) and install nine (9) each 40-ton, diesel-powered Air Conditioners capable of maintaining a temperature of 70 degrees Fahrenheit in wooden-framed, metal-sided, concrete-floored buildings that are approximately 12' h X 16' w X 89' l and all scheduled installation and removal of air conditioners. b. Provide all materials needed to adapt the air conditioners to the permanent facilities i.e. plywood, fixtures, generators, power cables, power distribution boxes, air conditioning duct work, labor and round trip freight. At minimum, flexible ductwork is required in order to extend from the point of entry of the ductwork to the opposite side of the structure on BOTH sides of the room. At minimum, plywood is required to close the opening of the structure to the outside elements and provide the point of entry for the necessary ductwork. c. Deliver, set-up, and remove all air conditioners and support items. No trailers or other support equipment may be left at the rental site during the rental period. d. Provide air conditioners with full fuel tanks upon completion of setup. The military is then required to maintain fuel for the air conditioners during the entire rental period. All fuel charges and associated delivery charges of the fuel will be separate from this contract. The Contractor must supply, in writing, prior to the Exercise, a statement accepting DF-2 that is military-purchased and local vendor supplied into all equipment. e. Provide proof of liability insurance to cover damages to the leased buildings the air conditions will support. f. Provide a 24-hour point of contact (POC) number for any maintenance requirements to keep equipment operational. Repair or replacement to any non-functioning equipment is to be provided within six (6) hours of vendor notification. 2. General Conditions: This service is to support a military training exercise. The air conditioners are utilized to provide air conditioning for billeting military personnel in permanent facilities at two (2) locations and will support 800 personnel. a. Expected use of heaters is 12-24 hours per day depending on weather conditions. b. Location: The air conditioners must be set up at two (2) locations: (1)Eight (8) air conditioners will be installed at the Jennings County Fairgrounds, S.R. 3 North of North Vernon, Indiana. Placement will be directed by a MUTC Logistics Representative to be named prior to the start of the exercise. (2) One (1) air conditioner will be installed at Southeast Purdue Agricultural Center (SEPAC) approximately one half mile South of the South gate to Muscatatuck Urban Training Center. Muscatatuck Urban training Center is located near Butlerville, Indiana. Placement will be directed by a MUTC Logistics Representative to be named prior to the start of the exercise. c. Period of Performance: The air conditioners must be operational no later than noon (EST) on 10 August 2011. Setup may begin on 08 August 2011, but not earlier. The Contractor may remove the air conditioners and associated equipment no earlier than 6:00 p.m. (EST) on 30 August 2011. The air conditioners and equipment must be removed no later than 4:00 p.m. (EST) on 31 August 2011.
